The Subgroup on CAP Strategic Plans' (SoCSP) role centres on identifying, with the representatives of different Member States, common issues and opportunities in the implementation of various CAP Strategic Plan (CSP) interventions. Subgroup members also advise on different needs for EU CAP Network support in terms of capacity building events and other assistance such as fostering knowledge exchanges and good practices in the implementation of the CSPs.

Our second SoCSP meeting drew on its members' expertise from the Member States and EU-level organisations to consider an agenda focused on advancing progress with CSP implementation. Points of interest noted by the members included insights on the regional dimensions of CSPs and the scope of digitalisation for simplifying CAP.

Special attention was paid to the current work and ongoing needs of our Thematic Groups (TGs). This included updates on the work of three TGs covering Monitoring Committees, Eco-schemes and Agricultural Skills.

The discussion that followed the update highlighted how networking can be applied to help us all learn about how CSP Monitoring Committees can have a stronger impact on the effective implementation of the CAP. The Subgroup also provided its opinion on CSP support for improved skills development in agriculture and the meeting collated advice from members about key enabling factors for eco-schemes to reach their full potential.

Using the information gained about the Contact Point’s current areas of work, SoCSP members then completed an interactive session to elaborate possibilities for future CAP networking activities. This built on the first meeting of the Subgroup where participants shared subjects of interest, and the methods of collaboration they wished to engage in as members of the CSP Subgroup. Developing outcomes of this initial discussion further, the second meeting helped transform more of these SoCSP ideas into tangible proposals for the EU CAP Network’s activities.

All of the Subgroup’s findings are being synthesised for discussion at the forthcoming European CAP Network’s Assembly meeting in December, as a part of the consultation process for the preparation of the next Annual Work Programme. This will include inputs from SoIKE and the Network’s other Subgroups.
