Our Thematic Group (TG) on CSP Monitoring Committees continues to help Member States strengthen the implementation of CAP Strategic Plans (CSPs) by supporting the effective functioning of Monitoring Committees. TG members completed a useful second meeting in late January to review their findings and identify opportunities to help Monitoring Committees advance with their operations. A core component of the TG event involved discussing how Monitoring Committee operations can benefit from National Network activities.    ​

Before the meeting, TG members had held informal networking exchanges, and insights from these were discussed in a presentation that highlighted the diversity of different approaches to Monitoring Committee procedures and membership. Implementation issues regarding targets and indicators, decision-making systems, regional stakeholders and the scope for National Networks were featured. A collection of good practice examples helped focus attention on future opportunities such as helping Monitoring Committees add value to the ways that Managing Authorities can implement CSPs.

Further updates were shared from responses to a ‘snapshot’ survey of Managing Authorities that took place between July and October 2023 about the setting up and functioning of CSP Monitoring Committees. It revealed new ways that Monitoring Committees are engaging with stakeholders and explored organisational changes that occurred since the previous CAP funding period. TG members also heard here about methods to ensure a balanced mix of stakeholders, options for encouraging participation, and opportunities to further optimise Monitoring Committee operations.

An interactive session at the event then drew on TG members’ expertise and experience to explore questions surrounding how National Networks can be best used to help strengthen the potential of Monitoring Committees.
