The EU CAP Network is organising a workshop on the use of Simplified Cost Options (SCOs) in the CAP, taking place in Brussels, Belgium on 20 November 2025.
SCOs help reduce administrative burden and streamline reimbursement processes, offering a practical alternative to traditional reimbursement methods which require proof of actual, itemised expenditure. SCOs (Under Regulation (EU) 2021/2115) can be used to fund activities under a wide range of CAP interventions, including investments, training activities, EIP-AGRI, LEADER and sectoral interventions.
However, despite being possible within the CAP for many years, SCOs are still not widely used. This may be due to challenges linked to their development and operation, particularly regarding methodologies, as well as issues of control and audit.
This workshop will bring together Managing Authorities, Paying Agencies, auditors, LEADER stakeholders, and project beneficiaries to share experiences from different Member States, exchange insights into how challenges have been addressed, and discuss what is needed to encourage wider use of SCOs.
Objectives of the workshop
- Share experiences of standard, novel and innovative approaches in the use of SCOs, including ‘off the shelf’ and ‘tailor-made’ SCOs.
- Exchange insights on the use of SCOs, focusing on how any problems faced have been overcome.
- Discuss what needs to be put in place to encourage an increase in the use of SCOs in Member States.
