The report is carried out in the framework of the independent evaluation service of the 2014-2020 Rural Development Programme for the Basilicata region and covers 2022.

The report's scope is to assess, for each Focus Area (FA), the state of implementation of the measures related to the Basilicata region's RDP from a financial point of view and the state of play of the result indicators as of 31 December 2022.

The methodological approach is quantitative, based on desk analyses and statistical elaboration of secondary data. The main data source is the regional monitoring system, while the main indicators used are common monitoring and evaluation framework (CMEF) indicators by FA.

First, the evaluation highlights a good level of expenditure committed to the objectives of ecosystems related to agriculture and forestry (P4), generational renewal (FA 2B), social inclusion, poverty reduction and economic development (FA 6A and 6B).

The efficiency of expenditure is also good. The ratio of payments made to final beneficiaries has increased over the last five years from 50.66% in 2019 to 71.12% in 2022.

The report highlights a good performance relative to employment creation under FA 6A (promoting diversification, creation and development of small enterprises, and employment) and the Local Development Strategies implemented with the LEADER approach.
