Good Practice Workshop on ‘Measuring what matters – Approaches to netting out CAP impacts’

We are delighted to invite you to the eleventh Good Practice Workshop of the EU CAP Network, supported by the European Evaluation Helpdesk for the CAP, taking place in Bucharest, Romania, on 16–17 October 2025. This is the last Good Practice Workshop of a series of three organised in 2025, looking into the impact from different perspectives. Following workshops on the use of simulation models in evaluations and on the use of big data for the assessment of environmental impact, this third workshop will showcase the best approaches to use to net out the impacts of the CAP using impact indicators.

Assessing the impacts of the CAP is crucial, as it demonstrates whether the policy is achieving its objectives and delivering tangible benefits for farmers, rural areas, the environment, and society as a whole. Within the framework of the 2023–2027 CAP and its Performance Monitoring and Evaluation Framework (PMEF), understanding impacts is central to evaluating the long-term outcomes of CAP interventions. This requires examining what has changed as a direct result of CAP support, and not from other influencing factors, as well as determining whether the policy is driving meaningful change on the ground. In this context, the PMEF impact indicators serve as essential tools for tracking performance and informing policy adjustments.

Participants will have the chance to:

  • Build capacity on the rationale for netting out CAP impacts and best ways to carry out the exercise;
  • Share practical experiences from evaluations of net impacts under different CAP objectives;
  • Network and identify needs for further support regarding netting out CAP impacts.

Researchers and experts in methods for netting out impact indicators will provide specialised input, as experience will be shared on methods such as counterfactual analysis, econometric modelling, and theory-based approaches like logic models and contribution analysis. The main target audience is Managing Authorities, statistical authorities, Paying Agencies, evaluators, CAP networks, and other evaluation stakeholders.
