Evaluation of the RDP EULLE in Rhineland-Palatinate

The 2022 evaluation report deals with the monitoring and ongoing evaluation of EULLE (environmental measures, rural development, agriculture and food) and an ad hoc study on agricultural knowledge and innovation system (AKIS) in Rhineland-Palatinate.

The evaluation report, which refers to the 2014-2020 programming period, presents the interim results for the updated analyses of the types of agricultural investment support programmes. The three types are the agricultural investment promotion programme (M 4.1a), the promotion of investments for special machinery and environmental investments (M 4.1e) and the promotion of investments for income diversification (M 6.4a). In 2021, an ad hoc study on AKIS in Rhineland-Palatinate was also launched, the first part of which was completed in 2022 and attached as an annex to the evaluation report.

The evaluation report contains a brief description of each project type, an analysis of the output and implementation achieved to date and an outlook. The analysis is mainly based on monitoring data.

The main challenges identified in the evaluation report include changing investment objects and different databases (i.e. detailed and simplified investment concepts), which hamper continuous evaluation over the funding period.

The evaluation found that a strong increase in multiple subsidies (AFP, FISU) is notable. The reasons for this are the increased use of simplified investment concepts in both programme types and the high funding rate of 40% (in FISU), which offers a major incentive for applicants. As the programme progresses over time and the number of funding cases increases, companies will be expected to submit repeated applications. In all three project types, adjustments were made to the amount of the subsidy and/or to the type of subsidised items. The list of eligible equipment in M 4.1e was changed several times. Some of the equipment that was initially eligible via M 4.1.e was then subsidised via M 4.1a.
