Contribution of the Rural Development Programme 2014-2022 in Schleswig-Holstein to equality between man and women. 

This report analyses the efforts of German Schleswig-Holstein's RDP in promoting gender equality. While certain measures showcase advancement, critical areas that require attention remain. Findings, implications, and recommendations are proposed for an improved gender-balanced approach in rural development initiatives.

This study conducted an analysis of the RDP’s content, structures and processes to examine the implementation of gender mainstreaming and its effects on equality in the region Schleswig-Holstein, Germany.

Despite marked disparities, particularly in rural areas, it showed that two-thirds of the RDP’s public funds were designated for gender-neutral actions, while one-third targeted gender-relevant initiatives. However, less than half of the latter portion is allocated to measures that are also considered gender equal.

Although positive strides towards gender-sensitive implementation were evident in the support measures 1.1 (continuing education and training) and 7.4 (basic services), the study highlights a more male-centric approach through unbalanced participation in the monitoring of RDP implementation, a lack of women's representation and ineffectual equality measures within the project selection criteria.

Several recommendations are proposed to enhance further gender equality, including strengthening gender-sensitive implementation of support, improving gender competence in the agricultural sector through comprehensive analyses and ensuring women's participation in decision-making processes. Furthermore, it suggested re-evaluating existing funding offers to address gender disparities and fully support the digitalisation trend for rural development.
