The evaluation framework shows how to structure the assessment of CAP Strategic Plans
A new searchable tool for the evaluation of the CAP is available on the EU CAP Network website.
This framework can support the European Commission in preparing for the interim evaluation of the Common Agricultural Policy (CAP) under the Performance Monitoring and Evaluation Framework (PMEF). The Commission must have this evaluation completed by 31 December 2026.
The EU level CAP evaluation framework can be used to structure the assessment of the effectiveness, efficiency, relevance, coherence and the European Union added value of the CAP.
It includes additional factors of success, beyond the ones listed under Annex I of Regulation (EU) 2022/1475, and indicators that are not part of the PMEF which can help to better capture the effectiveness of the policy. In addition, it contains a complete structure of key elements, factors of success and indicators or topics to provide the basis for the assessment of the other evaluation criteria. The framework also indicates the corresponding data sources available at the EU level.
Evaluation stakeholders in the Member States, including Managing Authorities and evaluators, may find this framework useful when preparing for the evaluations of CAP Strategic Plans, keeping in mind that the generic intervention logic, implied by the use of the output and result indicators, can and should be adjusted to the approved national planning and considering national datasets that can be more detailed and granular.
This tool is part of the action plan developed for the Commission to close identified gaps in data required to measure changes and attribute them to the CAP Strategic Plans’ interventions.
