New Policy Insight publication reviews LEADER’s potential

A new Policy Insight publication shows the possibilities offered by LAGs to translate the CAP’s objectives into concrete results.

LEADER’s possibilities from a policy perspective are reviewed in a new edition of our Policy Insight publication series. It indicates how LEADER’s flexibility can continue to make it an ideal tool for helping Local Action Groups (LAGs) deliver valuable bottom-up contributions to high-level top-down objectives of the Common Agricultural Policy (CAP) in the coming years. 

LEADER’s international credibility is determined in the new Policy Insight publication, which also promotes LEADER’s relevance for top-down policy makers as well as bottom-up practitioners. Further insights into the methodology’s policy potential refer to opportunities from LAG support aligned with three General Objectives and ten Specific Objectives of the CAP. Examples are featured, showing how these policy objectives can be translated into concrete results through LEADER processes and projects.

Good practice project extracts from the European Network for Rural Development (ENRD) database illustrate how LAGs can continue to be a useful part of the CAP funding toolkit for improving the position of farmers in long and short value chains. LAGs can also help EU agriculture respond to societal demands in relation to food and health, including safe, nutritious and sustainable food, as well as animal welfare.

Additionally, our new Policy Insight reinforces the point that LEADER funding has always extended far beyond agri-food sectors and, by default, promotes inclusive approaches to employment, growth, social impact and local development in rural areas. The funding flexibility of LAGs can be adapted to bolster competiveness in the full range of rural economic sectors.

Strengthening the social and human capital of rural Europe, carrying out climate action and enabling sustainable transitions to better protection of the natural environment are other important impacts attributed to LEADER’s successes in community-led action.
