Learning from evaluations on how to practically assess generational renewal under the CAP

Registration for the Good Practice Workshop in Zagreb on 14-15 March 2024 is open.

Agriculture manager and farmer meeting, talking and discussing while walking on a farm outside

About a third of managers of family farms in the EU were aged 65 years or more in 2020, while only 6.5 % were under 35 years old, according to the latest statistics. Such a high proportion of farmers close to retirement raises questions about EU farm succession, obstacles for new entrants,  land abandonment, decreasing farm efficiency and attractiveness of the sector for young people. Generational renewal is one of the key evaluation elements to assess in the context of CAP Strategic Plans evaluations under the CAP 2023-2027. In the current programming period, supporting and attracting young farmers constitutes a specific objective to respond to societal demands.

To reflect and learn from Member States' experiences, the EU CAP Network, supported by the European Evaluation Helpdesk for the CAP, is organising a Good Practice Workshop in Zagreb, on 14-15 March 2024, on ‘Assessing generational renewal in CAP Strategic Plans’, including the gender equality perspective.

The event is open to Managing Authorities, CAP networks, evaluators and other evaluation stakeholders, as well as EU-level evaluation experts, to prepare Member States for future evaluations of this topic.

The main objectives of the workshop are:

  • Increase evaluation knowledge of stakeholders involved in the evaluation of generational renewal in the context of CAP Strategic Plans.
  • Exchange practical experiences from past evaluations of generational renewal, at regional or national levels, including, where possible, the gender equality perspective.
  • Provide an opportunity for networking and identification of needs for further support

The workshop in Zagreb will have an introductory session on the framework for assessing generational renewal and its gender equality perspective. A summary of Member States’ choices on this topic based on the mapping study carried out by the Evaluation Helpdesk will also be presented. A second session will focus on knowledge sharing of EU and Member State experiences with presentations of case studies. Group discussions on lessons, challenges and needs for the evaluation of generational renewal will follow.
