General information

  • Local Action Groups (LAGs) can start transnational cooperation activities in the first half of 2025.
  • TNC themes and priorities in the Local Development Strategy (LDS) are defined by the LAGs as part of their LDS, based on a list of possible themes defined at the Member State level / by the Managing Authority.
  • TNC budget in the LDS is defined by the LAGs as part of their LDS.
  • Calls for TNC projects are defined by the LAGs and are launched according to their own schedule
  • Average (planned) time for official approval for the TNC projects selected by the LAGs: 1-3 months.
  • The list of possible cooperation themes published by the Managing Authority in the CSP or other official document includes the following:
    • development of entrepreneurship
    • development of non-agricultural functions of small farms through development of agro-tourism farms, educational homesteads, care farms
    • development of cooperation through short food supply chains
    • improving access to services for local communities
    • improving access to small public infrastructure
    • formation of civic awareness
    • social inclusion of seniors, young people or disadvantaged people
    • protection of the cultural or natural heritage of the Polish countryside

Types of eligible territory and stakeholders

  • Types of territory that can be covered in a TNC project only include rural territories in the EU.
  • Types of eligible partners in a TNC project can include local public or private partners (non-LAG) active within a LAG territory.
  • Types of stakeholders eligible for preparatory support for TNC projects include local public or private partners (non-LAG) active within a LAG territory.
  • The existence of a lead partner is one of the eligibility criteria for a TNC project.

  • Eligibility criteria for preparatory actions for TNC projects:

Expenditures of the preparatory actions for TNC projects have been defined and are covered if:

  • The LAG has provided for such a possibility in its LDS
  • The applicant has submitted an agreement of intent signed by all partners, and none of the partners covered by this agreement applies for the grant of aid
  • At least one call for proposals is planned under which there will be the possibility to finance the tasks of a partner from the area covered by this LDS within the framework of the implementation of the partnership project
  • Eligibility criteria for TNC projects

For TNC projects aid shall be granted if

  • The applicant has submitted a partnership agreement
  • The applicant has demonstrated a positive difference in the effects of implementing the operation alone and the effects of implementing the operation with partner(s)

Eligible actions and costs

  • Costs eligible related to the following actions for preparatory support have not been specified. A list of non-eligible costs has been specified in the CSP (or other relevant official document). Any of the options below could be eligible if adequately justified.

    • participation in events
    • study trips
    • feasibility study for the TNC project
    • interpretation and translation
    • consultancy support
  • Eligible actions for TNC projects have not been specified. Any of the options below could be eligible if adequately justified.

    • participation in events
    • preparation of publications
    • study visits
    • training
    • joint products
    • joint services
    • joint events
    • website development
    • marketing and promotion
    • local actions directly linked to the TNC project (for example, local events or capacity building for relevant local stakeholders, etc.)
  • Eligible costs for TNC projects have not been specified. Any of the options below could be eligible if adequately justified.
    • share of common costs related to joint publication and/or website
    • rental of venue for meetings and events
    • translation fees
    • interpreters' fees
    • fees of consultancy and expert services
    • catering
    • accommodation
    • travel
    • purchase of equipment for the purposes of the project
    • costs related to dedicated project staff (e.g., joint project manager)
    • expenditure related to local actions directly linked to the TNC project
  • Non-eligible costs for TNC: The list of non-eligible costs has not been defined specifically for TNC.
  • The use of simplified cost options (SCOs) for TNC
    • SCOs can be used for preparatory support for TNC.
    • The aid is granted in the form of a SCO payment up to PLN 150 000 (approximately EUR 35 000).

 

Required documents to be submitted with an application for a TNC project

  • For the TNC project, aid shall be granted if:
    • the applicant has submitted a partnership agreement
    • the applicant has demonstrated a positive difference in the effects of implementing the operation alone and the effects of implementing the operation with partner(s)
    • the partnership agreement is a civil and legal contract that includes:
      • the purpose of forming a partnership
      • identification of all partners including their assigned EP numbers
      • description of the implementation of the partnership project or operation implemented in partnership
      • description, respectively, of the tasks/operations covered by the partnership agreement indicating which partner is responsible for a given task/operation
      • the principles of responsibility of the partners for the tasks/operations implemented
      • the method of decision-making within the partnership
      • provisions on how to achieve the purpose of the agreement in the event of withdrawal of the partner(s)
  • Minimum amount of support for preparatory actions related to one TNC project: PLN 20 000 (approximately EUR 4 500)
  • Maximum amount of support for preparatory actions related to one TNC project: up to PLN 150 000 (approximately EUR 35 000)
  • Minimum amount of support for one TNC project: PLN 50 000 (approximately EUR 11 500)
  • Maximum amount of support for one TNC project: up to PLN 500 000 (approximately EUR 16 500)
  • Maximum rate of public support for TNC:
    • up to 100% for preparatory actions for TNC projects
    • up to 100% for TNC projects.
