- Local Action Groups could start TNC activities in the first half of 2025.
- TNC themes and priorities in the Local Development Strategy (LDS) are defined by the LAGs as part of their LDS.
- TNC budget in the LDS is defined by the LAGs as part of their LDS.
- Calls for TNC projects are continuously open.
- Average (planned) time for official approval: 1-3 months.
- No list of possible cooperation themes was published by the Managing Authority.

Types of eligible territory and stakeholders
- Types of territory that can be covered in a TNC project include rural and non-rural territories in the EU, and rural territories in non-EU countries.
- Types of eligible partners in a TNC project can include LAGs in EU rural territories and other public-private partnerships which implement local development strategies in rural or non-rural territories, both in the EU and in third countries.
- Types of stakeholders eligible for preparatory support for TNC projects only include LAGs.
- The existence of a lead partner is one of the eligibility criteria for a TNC project.
Detailed eligibility criteria
- Eligibility criteria for preparatory actions for TNC projects:
- the maximum total amount given per LAG as preparatory technical support Expenses amounts to EUR 15 000
- expenditures for preparatory support are considered eligible if they have been incurred and paid from the date of approval of the LAGs and up to the date of signature of the cooperation agreement between the LAGs participating in a cooperation project
- the payment of the preparatory technical support does not imply an obligation to implement a cooperation project; preparatory support is provided even if the project does not materialise, and the LAG will not have to return the funding
- Detailed description of eligibility criteria for TNC projects:
- the cooperation projects should be related to the characteristics of the area and the objectives of the local development strategies
- the cooperation projects should include specific action(s) with clearly defined deliverables and/or tangible results for the benefit of rural areas
- in addition, the cooperation project must be mature enough. Consequently, the LAGs should be able to determine the actions to be carried out under the cooperation project, the resources to be allocated to the organisation of the cooperation (human resources, financial resources), etc.
Eligible actions and costs
- Costs eligible related to the following actions for preparatory support:
- meetings
- participation in events
- feasibility study for the TNC project
- interpretation and translation
- consultancy support
The list of eligible costs for preparatory support is not restrictive: it also includes the category "other costs related to the preparation of a cooperation project" to support LAGs for the implementation of TNC projects.
- Eligible actions for TNC projects:
- meetings
- participation in events
- preparation of publications
- joint products
- joint services
- joint events
- website development
- local actions directly linked to the TNC project (for example, local events or capacity building for relevant local stakeholders, etc.)
- other investments.
The list of eligible actions for implementing TNC projects is not restrictive, it also includes the category "other actions related to the implementation of a cooperation project".
- Eligible costs for TNC projects:
- rental of venue for meetings and events
- translation fees
- interpreters' fees
- fees of consultancy and expert services
- catering
- accommodation
- travel
- purchase of equipment for the purposes of the project
- expenditure related to local actions directly linked to the TNC project
The list of eligible costs for implementing TNP projects is not restrictive, it also includes the category "other costs related to the implementation of a cooperation project".
- Non-eligible costs for TNC:
- LAG’s personnel costs
- purchase of land
- purchase of buildings
- maintenance of buildings, facilities, etc.
- buying stocks, bonds, etc.
- expenditure on gifts and donations
- expenditure on personal entertainment
- the costs of fines, interest and penalties
- Value Added Tax (VAT) (except in the case of VAT which is non-recoverable under national VAT legislation)
Required documents to be submitted with an application for a TNC project
- Proposal for the cooperation project with the following content:
- theme and objectives of the cooperation project
- description of the actions
- budget and resource allocation (the costs of the actions should be distributed among the partners).
- expected results
- indicative timetable for the implementation of the Cooperation Project
- Partnership agreement
Financial information
- Total public expenditure allocated to TNC projects in the CAP Strategic Plan (CSP): EUR 700 000.
- Maximum amount of support for preparatory actions related to one TNC project: EUR 15 000.
- There is no minimum or maximum amount of support specified for one TNC project.
- Maximum rate of public support for TNC projects: 100%
- Maximum rate of public support for preparatory actions for TNC projects: 100%
