2021 annual evaluation report of the Sardegna region
The activities carried out during the reference period were mainly aimed at the implementation of the 2020 annual assessment report and two thematic in-depth reports, as well as to support the region in the preparation of chapter 2 of the 2019 annual implementation report.

This report provides an in-depth analysis of the evaluation processes implemented by Local Action Groups (LAGs) to analyse governance mechanisms and verify the results of individual Local Development Strategies (LDS). The report is also part of a broader evaluation of the effectiveness and efficiency of the LEADER method's application in Sardinia.
This assessment provided:
- descriptive analyses of the characteristics of the beneficiaries
- descriptive analyses of the projects being implemented
- detailed analysis and strategic characterisation of the commitments under area measures
- the quantification of emissions according to the IPCC method on the basis of commitments under the premium measures and the areas involved
- the estimation of water needs and their variation on the basis of the parameters derived from FADN data
- analysis of the spatial correlation between nitrate content in freshwater and agricultural practices tax areas
- analysis of secondary municipal statistical and monitoring data
- analysis of the state of implementation of LAG Local Development Strategy
- analysis of regional broadband coverage; and (10) the update of the Val.com web platform.
Although formally delivered in February 2021, the activities carried out for the implementation of the two thematic deepening reports agreed with the Managing Authority can be traced back to 2020.
The first report focused on the examination of the interventions aimed at the protection of soil in Sardinia promoted by the RDP in addition to the 2007-2013 programming period.
It tried to understand:
- what effects the elimination of the eligibility criterion had relating to the loss of soil
- what are the elements of effectiveness of the intervention for the protection of the soil
- what are the operational and economic effects at farm level of adherence to conservation farming commitments.
