General information
- Local Action Groups (LAGs) could start TNC in 2023.
- TNC themes and priorities in the Local Development Strategy (LDS) are defined by the LAGs as part of their LDSs.
- TNC budget in the LDS is centrally managed with a specific allocation for each LAG.
- Calls for TNC projects are continuously open.
- Average (planned) time for official approval: 1-3 months
- No list of possible cooperation themes is published by the Managing Authority
- Guidelines on transnational cooperation in LEADER/CLLD for the 2023-2027 programming period available in French.

Types of eligible territory and stakeholders
- Types of territory that can be covered in a TNC project only include rural territories in the EU.
- Types of eligible partners in a TNC project can include LAGs in rural territories in the EU and local public or private partners (non-LAG) active within a LAG territory.
- Types of stakeholders eligible for preparatory support for TNC projects include LAGs and local public or private partners (non-LAG) active within a LAG territory.
- The existence of a lead partner is one of the eligibility criteria for a TNC project.
Detailed eligibility criteria
- Eligibility criteria for preparatory actions:
- involve at least two LAGs
- consider the implementation of a concrete project
- maximum budget for a cooperation preparation project: EUR 5 000
- Eligibility criteria for TNC projects:
- involve at least two LAGs
- designation of a lead partner
- the Managing Authority may apply the eligibility criteria of the Member State of the LAG leading the project
Eligible actions and costs
- Costs eligible related to the following actions for preparatory support:
- meetings
- participation in events
- study trips
- feasibility study for the TNC project
- interpretation and translation
- consultancy support
- Eligible actions for TNC projects:
- meetings
- participation in events
- preparation of publications
- study visits
- training
- joint products
- joint services
- joint events
- website development
- marketing and promotion
- local actions directly linked to the TNC project (for example, local events or capacity building for relevant local stakeholders, etc.)
- Eligible costs for TNC projects:
- share of common costs related to joint publication and/or website
- rental of venue for meetings and events
- translation fees
- interpreters' fees
- fees of consultancy and expert services
- catering
- accommodation
- travel
- purchase of equipment for the purposes of the project
- costs related to dedicated project staff (e.g. joint project manager)
- expenditure related to local actions directly linked to the TNC project
- Non-eligible costs for TNC:
- in general, expenditure not related to the project and its management or not related to the reference period is not eligible. Priority is given to investments in intangible assets (no infrastructure)
- contributions in kind are non-eligible costs
- The use of simplified cost options (SCOs) for TNC:
- SCOs can be used for preparatory support for TNC
- SCOs can be used for the implementation of TNC projects
- a lump sum of EUR 5 000 for preparatory support for a TNC project based on a draft budget approved by the LAG committee
- a maximum daily allowance of EUR 60 is granted as a lump sum for travel abroad
- a flat rate of between 0 and 15% of eligible direct personnel costs is granted to LEADER project promoters for indirect costs
Required documents to be submitted with an application for a TNC project
- completed and signed application form
- statutes in force (for associations and companies)
- description of the project including the initial situation, planned actions, objectives, target groups, pilot character, project partners, duration and timetable for implementation, and draft budget based on the actions defined
- project selection sheet
- opinion of the LAG Committee with an indication of the result of the vote, details of those taking part in the vote and with indication of potential conflicts of interest declared by the members
- cooperation agreement
Financial information
- Total public expenditure allocated to TNC in the CAP Strategic Plan (CSP):
- Preparatory actions for TNC projects: EUR 100 000
- TNC projects: EUR 1 500 000
- Maximum amount of support for preparatory actions related to one TNC project: EUR 5 000
- Maximum rate of public support for preparatory actions for TNC projects: 100%
- Maximum rate of public support for TNC projects: 81-100%
