Italian Network

The Italian CAP Network’s activities aim to enhance the quality of rural development and CAP Strategic Plan (CSP) programming and implementation by promoting the active participation of stakeholders and fostering innovation in agriculture and rural development. In addition, these activities are designed to support the monitoring and evaluation of the CSP and to inform potential beneficiaries and civil society about the results and opportunities offered by rural development and the CAP in Italy.

The CAP Network programme focuses on 24 thematic areas, implemented through a multiannual Action Plan. The CAP Network Action Plan for the period 2025–2027 supports and contributes to the strategic drivers of the CAP Strategic Plan: equity, sustainability, innovation, and local development.

In this context, the CAP Network represents a collaborative space where local and national experiences converge to enrich the debate on CAP objectives and interventions.

Objectives

The main objectives of the National Network (NN) are the following:

  • To increase the involvement of stakeholders in the implementation of rural development and CSP;
  • To improve the quality of programming and implementation of the rural development programmes and CSP;
  • To inform the broader public and potential beneficiaries on CAP and rural development policy and funding opportunities;
  • To foster innovation in agriculture, food production, forestry and rural areas.

Membership

Who can join?

NN committees and working groups include representatives of the most relevant rural stakeholders on a national scale.

The structure of the NN is pre-defined. However, activities are open to all stakeholders that can be involved and participate in the activities and meetings of the Network. No formal selection process is envisaged.

How to get involved?

The Italian NN does not issue any specific call for proposals, but relies on the action of its two government bodies: ISMEA and CREA.

Regional representation

The National Network Support Unit (NSU) is organised in a national-based NSU and regional antennae.

Governance

The Managing Authority (MA) is responsible for the correct management of the programme. The MA’s responsibilities imply the monitoring and evaluation of the programme, its information and institution of a sound internal audit and control system, and financial reporting. It is in charge of managing relations with the Paying Agency and the Monitoring Committee.

The MA operates together with a 'Network support and coordination unit' (STC) and an 'Administrative and control unit' (SAC).

The Monitoring Committee has, with the participation of regions and other stakeholders, a supervision task relating to the Network’s projects and “ongoing verification” of target groups' needs during the implementation of the NN.
