Assessment of sectoral support within the CAP

With the latest reform of the CAP, the design of sectoral support was integrated with the design of CAP Strategic Plans (CSP). Sectoral support consists of six sectoral types of interventions:

  • support for the fruit and vegetables sector;
  • support for the apiculture products sector;
  • support for the wine sector;
  • support for the hops sector;
  • support for the olive oil and table olives sector; and
  • support for other sectors.

The Thematic Working Group on assessing sectoral support within the CAP, set up by the EU CAP Network and supported by the Evaluation Helpdesk, aims to guide EU Member States and evaluation stakeholders in comprehensively assessing the impact of the CAP, particularly focusing on sectoral support by:

  • Developing a common understanding of how sectoral support can be evaluated in relation to CAP’s Specific Objectives and topics; and
  • Providing insights for when to include sectoral support in evaluation scopes, emphasising its relevance and contribution towards achieving the CAP’s strategic goals.

The outcome will be summarised in a Thematic Report that will facilitate a deeper understanding of how and when the evaluation of the impact of sectoral support is particularly relevant.

Working process

The Thematic Working Group runs from March to December 2024 and is structured as follows:

  • Working Package 1: Launching of the Thematic Working Group to outline scope and objectives.
  • Working Package 2: Coordination and content development, focusing on describing the design of sectoral interventions with impacts for the evaluation, and proposing evaluation frameworks within a Thematic Report.
  • Working Package 3: Quality control and finalisation of the Thematic Report, ensuring high standards and relevance.
  • Working Package 4: Knowledge transfer and dissemination, focusing on the publication of the Thematic Report.

Organisation

The Thematic Working Group is made up of experts in evaluating sectoral support, Commission staff, and Member States representatives, all of whom contribute to specific aspects, as per their interest and expertise.

As part of the Thematic Working Group, a Stakeholder Board consultation will be organised to complement its work. Participants to the Stakeholder Board (e.g. Member State representatives, Paying Agencies, evaluators, other relevant experts, etc.) will:

  • Be periodically informed about the progress and findings of the Thematic Working Group;
  • Provide written feedback on a draft version of the Thematic Report;
  • Be invited to participate in a dedicated Stakeholder Board meeting to discuss the draft version of the Thematic Report.
