This briefing reflects the views and proposals of over 150 participants at the EU CAP Network seminar on Delivering the CAP today and beyond (7 October 2025).

This group of CAP stakeholders from 25 Member States exchanged practical experiences from the first years of the CAP Strategic Plan (CSP) implementation, reflected on what has worked well in the different Member States, identified recurring challenges, and discussed key enabling factors supporting effective implementation.

Building on this analysis, and working through interactive group discussions, the participants formulated proposals to scale up successful approaches, remove barriers, and identify both quick wins for the current CAP period and longer-term actions relevant for the post-2027 framework.

The proposals refer to six areas: environmental and climate payments; climate change adaptation; competitiveness; advice and knowledge tools; digitalisation; and process and actors in CSP design and implementation. The briefing concluded with an overview of needs and actions to move from practice to progress, for a shared agenda for CAP implementation.
