This comparative case study on 'Community broadband: new digital opportunities for rural areas' is based on two innovative examples: the North-Western Kuhmo Village Optical Fibre Cooperative (Finland) and the Molenwaard Civil Society Broadband (the Netherlands). 
The study explores how to most effectively set up and operate broadband networks in rural areas through community engagement, with a strong focus on practical implementation aspects (including first steps, main triggers, initiators, financial and human resources, challenges and lessons learnt).
