Designing good evaluation plans for the new CAP

The objective of the workshop was to support Managing Authorities of CAP Strategic Plans to reflect and learn from each other in relation to the design of the evaluation plans for the new CAP, with a view to enabling EU Member States to better plan and implement evaluations.

The report details the exchange of practical experiences in designing evaluations plans among EU Member States as well as the challenges and solutions in developing different evaluation plan sections. It also explains that an evaluation framework can act as the backbone of effective assessments and developing an indicative one for an evaluation plan can help structure and decide on the main evaluation activities and initiate the process for identifying data gaps. EU Member States’ experiences also suggested the involvement of stakeholders is not only a section to be described in the evaluation plan, but a more substantial part of the evaluation planning process.
