Assessment and development of selection criteria for structural advancements in Finnish agriculture
This report evaluates Finland's utilisation of the EU’s Agricultural Development Fund (EAFRD) to enhance rural areas.

Focusing on agricultural structural support provided by the EAFRD, particularly start-up aid for young farmers and agricultural investment aid, the study aimed to analyse the performance of selection criteria for the 2014-2020 period. Employing the Finnish Food Authority’s Hyrrä database and a Webropol questionnaire, findings revealed a rejection of less than 10% of applications, with criteria-based rejections accounting for 23%. Recommendations for improved selection criteria included more stringent environmental, climate, competitiveness and animal welfare assessments to align with governmental objectives and overall sustainability.
