Objectives
The current labor market is characterized by an ambivalence, by a shortage of skilled workers and by an oversupply of unqualified workers. AGRARKULTUR Grange Heidensand is developing, testing and implementating a labor market-oriented integration through approaches from green care in the agricultural employment sector. The Grange Heidensand has being revitalized and opened for people of the nearby city. For this purpose, a new type of cooperation between non-profit INTEGRA and local organic farmers startet. In this cooperation, organically certified food is to be grown and produced in a division of labor between farms and an educational institutions to create jobs.
Objectives
Der Arbeitsmarkt ist von einer Ambivalenz geprägt, welche sich auf der einen Seite durch Fachkräftemangel und auf der anderen Seite durch ein Überangebot an unqualifizierten Arbeitskräften auszeichnet. Im Rahmen dieses Projekts soll der fast 100 Jahre alte Gutshof Heidensand revitalisiert und für die Bevölkerung von Lustenau geöffnet werden. Hierfür wird eine neuartige Kooperation zwischen der gemeinnützen INTEGRA GmbH und den ansässigen BiobäuerInnen etabliert, in einer Arbeitsteilung aus lw. Betrieben und einer Bildungseinrichtung sollen am Hof biozertifizierte Lebensmittel angebaut und erzeugt werden, was Arbeitsplätze schafft und benachteiligten Menschen eine Chance bietet.

Kontext
Die Situation am Arbeitsmarkt ist derzeit angespannt, insbesondere für niedrigqualifizierte und bildungsferne Personen gestaltet sich die Arbeitssuche als problematisch. Gleichzeitig gibt es zu wenig landwirtschaftliche Fachkräfte am Arbeitsmarkt, wie die Landwirtschaftskammer und die landwirtschaftlichen Betriebe beklagen. Eine Lösung hierzu soll das Kooperationsprojekt „Agrarkultur Gutshof Heidensand“ leisten, indem es die momentan unqualifizierten Arbeitskräfte in Trainings- und Qualifizierungsprogrammen bei der regionalen Erzeugung von Nahrungsmitteln weiterbildet und diese dadurch nachhaltig integriert werden. Einen besonderen Fokus legt das Projekt dabei auf den gemeinnützigen und sozialökologischen Bereich.
Additional comments
Fundamental to success is a usable infrastructure for the implementation of the task. In order to manufacture and sell products, it needs machines and rooms that are suitable for this manufacture (kitchen, workshop, ...). In order to employ and care for people, spatial facilities such as recreation or sanitary facilities are required, which are a prerequisite for such care. Due to the inherent contradictions in the objective of always having to move back and forth between generating one's own income and promoting sustainability, the implementation of the EIP project appears to be an immense effort in addition to the everyday work at Gutshof Heidensand. The additional expense of permanent guidance and support should not be underestimated, as this accounts for the largest part of the workload and also the personnel costs. Accompaniment costs and cannot be reduced.

As a results, gained from our insights, we recommend following ations, which can be used for similar projects. When presenting the recommendations for action, a distinction is made between the levels of the SONI model (social structure, organization, networks, individual). Specific recommendations for action:

- Simplified vegetable cultivation with a focus on herbs and berries is particularly suitable. This form of cultivation ensures that participants have a sense of achievement, as what they have grown themselves can also be harvested, refined and consumed in one cultivation cycle.

Konkrete Handlungsempfehlungen:
- Situationserfassung der Ausgangslage und eine fundierte Konzepterstellung.
- Besonders eignet sich ein vereinfachter Gemüseanbau mit Schwerpunkt auf Kräuter und Beeren. Diese Anbauform sichert den Teilnehmenden ein Erfolgserlebnis, da in einem Anbauzyklus das eigenangebaute auch selbst geerntet, veredelt und konsumiert werden kann.
- Das Angebot einer Tagestruktur mit sinnhafter Tätigkeit zeigt sich zentral für die wirksame Soziale Landwirtschaft.
- Vielfältige Einsatzmöglichkeiten schaffen, Sichtbarkeit in der Öffentlichkeit gewährleisten und adäquate Einnahmen erzielen, sind ev. mit zusätzlichen Tätigkeiten wie z. B. Landschaftspflege oder Wald- und Forstarbeiten mit Hoftätigkeiten zu kombinieren.
- Vernetzung und Austausch der ARGE bzw. OG-Gruppe sind wesentlicher Bestandteil des Projekterfolgs.
- Enge Zusammenarbeit auf kommunaler Ebene ist sehr wichtig. Kulturveranstaltungen, Kürbisfesten oder Weihnachtsmärkten, etc., tragen maßgeblich zur Veröffentlichung der Bekanntmachung der Maßnahme und zum Abbau sozialer Barrieren bei.
- Mehraufwand der permanenten Anleitung und Begleitung darf nicht unterschätzt werden, da dies den größten Teil des Arbeitsaufwandes und auch der Personalkosten ausmacht.
- Begleitung kostet und kann auch nicht reduziert werden.
- Die Diversität der Teilnehmer benötigt ein breites Angebot an verschiedenen Beschäftigungsmöglichkeiten. Eine Auswahl von einfachen Tätigkeiten bis zu schweren Arbeiten oder komplexeren Arbeitsaufträgen kann Personen stärken und befähigen. Auf Grund der Diversität der Beschäftigungsmöglichkeiten muss diese Auswahl stets angepasst und verändert werden.

One of the most important content of the project for us where:
- Stabilization of people with biopsychosocial problems through activities using nature's resources
- Expanding knowledge based on personal experiences, as well as imparting knowledge about self-sufficiency options in harmony with nature. The focus was always on the health of the participants, but also on sustainability and community
- Training and enabling participants to become semi-skilled workers for the agricultural sector and placement on the primary labor market

Die wichtigsten Inhalte des Projektes waren für uns:
- Stabilisierung der Personen mit biopsychosozialen Problemstellungen durch aktives Tun mittels der Ressourcen der Natur
- Erweiterung des Wissens aufgrund persönlicher Erfahrungen, sowie die Vermittlung von Wissen über Selbstversorgungsmöglichkeiten in Einklang mit der Natur. Der Fokus lag immer auf der Gesundheit der Teilnehmenden, jedoch auch auf Nachhaltigkeit und Gemeinschaft
- Ausbildung und Befähigung der Teilnehmer und Teilnehmerinnen zu angelernten Arbeitskräften für den landwirtschaftlichen Sektor sowie Vermittlung auf den ersten Arbeitsmarkt
- Kooperationen mit den ortsansässigen Landwirten zur gemeinsamen Landnutzung, der gemeinschaftlichen Nutzung von Ausrüstung und techn. Hilfsmitteln sowie Personalbereitstellung zu Spitzenzeiten (Erntesaison)
- Regionale Vermarktung und Vertrieb der hergestellten Produkte sowie Lebensmittelveredelung als Schulungsmaßnahme
