Portuguese Network

As a platform for disseminating and sharing information, experience and knowledge, the RRN presupposes action that develops sharing and cooperation around the actions to be carried out with the aim of improving the application of rural development policy programmes and measures and the qualification of the intervention of the agents involved in rural development.

The RRN is the entity responsible for disseminating the results of the Operational Groups and is the major mobiliser of stakeholders in the activities carried out, particularly those geared towards innovation and knowledge transfer.

Objectives

The main objectives are to:

  • increase the involvement of all relevant stakeholders in the implementation of CAP Strategic Plans and, where appropriate, in their design;
  • assist Member State administrations in the implementation of CAP Strategic Plans and in the transition to a performance-based implementation model;
  • contribute to improving the quality of the implementation of the CAP Strategic Plans;
  • contribute to informing the public and potential beneficiaries of the CAP about funding possibilities;
  • promote innovation in the field of agriculture and rural development and support peer learning and the participation and interaction of all stakeholders in the knowledge exchange and knowledge acquisition process;
  • contribute to monitoring and evaluation capacity and activities;
  • contribute to the dissemination of the results of the CAP Strategic Plans.

One of the Network's main objectives is to strengthen the national AKIS, its functioning and interactions, as provided for in Article 127 of the proposal for EU Regulation 2021/2115 of the European Parliament and of the Council.

The programme will focus on the four strategic objectives of AKIS:

  1. Increasing knowledge flows, strengthening links between research and practice
  2. Improving cross-thematic and cross-border interactive innovation
  3. Strengthening all agricultural advisory services and promoting their interconnection within AKIS
  4. Supporting the digital transition in agriculture.

Membership

Who can join?

All entities that develop and promote activities related to agriculture and/or rural development.

Any person or entity wishing to register as a member of the RRN should fill in the form available on the RRN website and send it to the RRN's general email address.

Regional representation

Seven regional antennas/focal points: Northern Regional Directorate for Agriculture and Rural Development, Central Regional Directorate for Agriculture and Rural Development, Lisbon and Tagus Valley Regional Directorate for Agriculture and Rural Development, Alentejo Regional Directorate for Agriculture and Rural Development, Algarve Regional Directorate for Agriculture and Rural Development, Regional Secretariat for Agriculture and Rural Development of Madeira and Regional Secretariat for Agriculture and Rural Development of the Azores

Governance

The governance structure of the CAP National Network will be integrated into a technical coordination body of the Ministry of Agriculture and Food, which will be made up of:

  • National Coordinator of the CAP National Network (Coordinator)
  • Technical Support Team (Team)
    The Technical Coordination Body (TCO) will be supported by the following structure:
  • Regional Focal Points (FP);
  • Network Follow-up and Monitoring Group (GA Network);
  • Thematic Working Groups (GTT)

The Team operates within the Ministry of Agriculture and Food and is made up of a multidisciplinary team, centralised in the Directorate General for Agriculture and Rural Development (DGADR), supported by seven regional focal points, five on the mainland and one in each of the Regional Secretariats (SR) that oversee rural development in the Autonomous Regions.

The GA Rede is made up of the National Managing Authority (AGN), which is PEPAC's coordinating body, the Regional and Mainland Managing Authorities, the DGADR and the Paying Agency.
