Polish Network

The Polish Rural Network + (PRN+) is a partnership network of rural and agricultural stakeholders that aims to increase the competitiveness and improve the quality of life of rural areas and of the agricultural sector in Poland.

PRN+ has been established to support the use of EU agricultural and rural development funding in Poland, starting in 2023. Together with its specialised services in the Polish Innovation Network and the Polish Network of Demonstration Farms, 35 entities around the country work to involve citizens in implementing EU agricultural development policies and investing in Poland’s countryside.

Objectives

The PRN+ is a partnership network of agricultural advisors, scientists, entities involved in the implementation of innovations and other entities working for the development of agriculture, including increasing its competitiveness and improving the quality of life of inhabitants of rural areas and small towns. It defined seven objectives in line with the mandatory objectives set by Art. 126 of Regulation (EU) 2021/2115:

  • Increasing involvement of all stakeholders in the implementation of the CAP Strategic Plan (CAP SP) and, where appropriate, in its development,
  • Supporting administrations of the Member State in the CAP SP implementation and transition to a performance-based delivery model,
  • Contributing to enhancing the quality of actions aimed at implementing the CAP Strategic Plan,
  • Informing the general public and potential CAP beneficiaries about financing opportunities,
  • Fostering innovation in agriculture and rural development, supporting peer-to-peer learning and involving all stakeholders in the exchange and development of knowledge and fostering interaction between such parties,
  • Contributing to the development of the capacity and actions aimed at monitoring and evaluation,
  • Disseminating the results of the CAP Strategic Plan.

Membership

Partners - entities actively working for agricultural and rural development, including those implementing innovations or developing innovative solutions. The main objective of involving partners is to increase their participation in planning, improving implementation, monitoring and evaluation, which should enhance the quality and efficiency of the CAP SP.

A PRN+ partner is an entity that actively works for agriculture and rural areas. To confirm its Network partner status, it must be registered in the database of PRN+ partners on the PRN+ portal. Registration is done by filling in a form available on the PRN+ portal. In the form, the partner should provide information on its activity / involvement in agricultural and rural development. The data contained in the form is verified by the national support unit.

Regional representation

There are 32 regional entities cooperating with the national support unit – 16 voivodship governments and 16 voivodship agricultural advisory services. Their tasks are similar to those of the national support unit but at voivodship level, such as ensuring the functioning of PRN+ and implementing projects under the operational plan.

Governance

The PRN+ is made up of the following 35 network support units:

  • the Ministry of Agriculture and Rural Development (the Managing Authority);
  • the National Support Unit located in the Agricultural Advisory Centre in Brwinów;
  • 32 regional entities;
  • the Agency for Restructuring and Modernization of Agriculture (the Paying Agency).

PRN+ is supported by the Steering Committee for the Polish Rural Network+, which acts as an advisory and consultative body to the Minister of Agriculture and Rural Development on the functioning of the Network. The Committee consists of representatives of public administration, science, agricultural advisory services, PRN+ partners, non-governmental organisations, including social and industry organisations operating in the area of agriculture and rural areas, as well as socio-economic partners.

The basis for carrying out the Network’s tasks is the PRN+ Action Plan for 2023-2027, implemented, inter alia, on the basis of annual operational plans containing key information on the projects conducted with the support of PRN+.
