Bulgarian Network

The Bulgarian CAP Network is settled as a part of the Managing Authority (MA) in the Ministry of Agriculture. The newly appointed unit at the MA, at the central level, will be responsible for the administration, management and implementation of the activities and tasks of the Network, related to the achievement of the Network goals.

It will build a team of 4-5 persons from the MA and 28 regional coordinators, who will ensure a smooth transition and continuity with the achievements of the NRN Unit that previously ran the Network.

Objectives

Continuity is ensured for the implementation of the tasks and objectives of the NRN by the previous external contractor and the new Unit for Bulgarian CAP Network shall work towards accomplishing the following objectives:

  • participation in quality improvement in the implementation of the CAP Strategic Plans;
  • expanding the capacity of the Network by attracting new members;
  • building and using communication channels to reach, inform and promote the activity of the Network on the topics from the scope of the RDP, EPI-AGRI and agro-innovations;
  • contribution to the engagement of the scientific community in the processes of collecting and exchange of information in connection with innovative projects;
  • creating thematic platforms, organising forums and events to facilitate the exchange of experience between stakeholders and peer learning, including, where applicable, exchanges with networks in third countries;
  • inclusion of new members in the area of ​​interest covering Pillar I policies and building strong relationships with other EU-funded strategies or networks.

Membership

The Network may include organisations at the national, regional and local level involved in the development processes of agriculture, rural areas, forestry, the food sector, economic and social partners, organisations responsible for the environment, the promotion of equality and non-discrimination between women and men and civil society. As well as legal persons, any institution, administrative structure, civil organisations, networks, municipalities, Local Action Groups (LAGs) and other persons who are interested in participating in the development of agriculture and rural areas. The Ministry of Education and Science may be involved in the context of possible innovation and digitisation programs in the field of agriculture.

Membership is open, informal and based on voluntary cooperation and social responsibility. The Network unites state and local authorities, institutions and all interested parties from agriculture and rural areas, representatives of the scientific community, research and consulting institutions, non-governmental organisations, farmers, Local Action Groups, environmental organisations, etc. A request for membership of the Network can be submitted at https://ruralnet.bg/ and no other contributions are required for membership.

Regional representation

The 28 regional coordinators of the Network will be located in the 28 regional cities of the country and at the local level will be responsible for the administration and implementation of the activities and tasks of the Network. They act as an information contact point and channel of the Network for the respective area. Regional coordinators are directly subordinated to the Network Management Unit. The Network's management unit and its 28 regional coordinators will carry out functions in terms of creating and strengthening links between farmers, non-governmental organisations, the administration, the National Agricultural Advisory Service, higher education institutions, vocational high schools, training organisations, scientific institutes and other participants in innovations in agriculture and rural development at the national level.

Governance

The CAP Network management unit is responsible for the administration, management and implementation of the activities and tasks of the Network, related to the achievement of the goals set above. The Management Unit shall prepare an Action Plan, which will be approved by the leader of the Managing Authority (MA). The Action Plan will outline the main activities and terms of the Network for the period of its operation. As an integral part of the Action Plan, internal work rules shall also be developed, regulating the organisation of activities and the manner of their implementation.
