Assessment of results based interventions

Result-based interventions make payments conditional to the achievement of specific results, providing flexibility to the beneficiaries in deciding how they will meet this obligation. These interventions can have a significant potential for delivering targeted and verifiable outcomes, but also improve the environmental / climate reporting of beneficiaries and, moreover, contribute to better demonstrating the outcomes of the CAP Strategic Plans.

Result-based interventions present, by definition, a great potential for real-time evaluation, which can be used to improve their implementation, but also provide valuable input to more comprehensive evaluations at the level of corresponding specific objectives.

The interplay between the evaluation of result-based interventions and wider evaluations of the CAP Strategic Plans (e.g., through their direct connection or complementarity to PMEF impact indicators) may improve the robustness of evaluation findings at the level of specific objectives.

Objectives

The main objectives of this Thematic Working Group are to:

  • develop a common understanding of the types and definitions of result-based interventions;
  • analyse recent experiences of implementation and assessment of result-based interventions; and
  • determine the main factors that must be considered for setting up and implementing the monitoring and evaluation of result-based interventions, and the assessment of their contribution to the objectives of the CAP Strategic Plans.

The outcome of the Thematic Working Group (TWG) will take the form of a Thematic Report.

Working process

This Thematic Working Group runs from February to October 2024, and is structured as follows:

  • Working Package 1: Launching of the Thematic Working Group, encompassing preparatory activities and the facilitation of a kick-off meeting.
  • Working Package 2: Coordination of content development. This involves understanding result-based interventions, analysing practical experiences, and setting the basis for their evaluation.
  • Working Package 3: Quality control and finalisation of the thematic report.
  • Working Package 4: Knowledge transfer and dissemination of the thematic report.

Organisation

The Thematic Working Group is set up by the EU CAP Network, and supported by the Evaluation Helpdesk. Participation in this Thematic Working Group is by invitation only, and members of the group include evaluation experts, Commission staff and representatives of Member States who have already included or plan to include such interventions in their CAP Strategic Plans.
