Kontext
A lack of water due to increasingly dry periods leads to yield losses in starch potatoes and jeopardizes the future of starch production in Bavaria. Current irrigation concepts lower the groundwater level. Alternative water sources are not used due to legal uncertainties. The implementation of a water association is also opaque, which deters many farms.
Wassermangel durch zunehmende Trockenphasen führt bei Stärkekartoffeln zu Ertragseinbußen und gefährdet die Zukunft der Stärkeproduktion (in Bayern). Aktuelle Bewässerungskonzepte senken das Grundwasser. Alternative Wasserquellen werden aus rechtlichen Unsicherheiten nicht genutzt. Ebenfalls ist die Umsetzung eines Wasserverbandes undurchsichtig, was zur Folge hat, dass viele landwirtschaftliche Betriebe abgeschreckt sind.
Objectives
The aim of this project is the acquisition of alternative water sources, a clarification for the return to the groundwater, a concept for the distribution of the water and the planning of a project with pilot farms and trials in a region. A preliminary legal examination for the establishment and organization of a special-purpose water association will also be carried out.
Solution strategies from this pilot region should also support others affected by the problem to establish an irrigation concept in the future. In this way, reliable and sustainable crop cultivation without lowering the groundwater level and regional processing should also be possible in the future.
Objectives
Ziel dieses Projektes ist die Akquise von alternativen Wasserquellen, eine Klärung für die Rückführung in das Grundwasser, ein Konzept zur Verteilung des Wassers und Planung eines Projektes mit Pilotbetrieben und -versuchen in einer Region. Es soll eine vorrechtliche Prüfung für die Gründung und Organisation eines Wasserzweckverbandes erfolgen.
Lösungsstrategien aus dieser Pilotregion sollen zukünftig auch andere Betroffene von der Problematik unterstützen, ein Bewässerungskonzept zu etablieren. So soll zuverlässiger und nachhaltiger Pflanzenbau ohne Grundwasserabsenkung sowie regionale Verarbeitung auch zukünftig möglich sein.
