ECOPIONET: Innovación y Bioeconomía en el Medio Rural
Context
Regulation (EU) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 Data gaps in the chain while primary producer prices are transparent. Imbalance in market power leads to unfair practices victimising the smaller party. Confusion about limits of collective action by e.g. POs. Financing gaps for farmers liable to lead to underinvestment. Consider the medium- and long-term effect of agricultural interventions on the agro-ecosystem. Producing food while establishing an ecological balance to prevent soil fertility or pest problems. Organic farming takes a proactive approach as opposed to treating problems after they emerge.
Objectives
Dryland farming is quite inefficient in much of Spain's cereal area. Organic production presents itself as an opportunity, but the knowledge transfer used so far has been ineffective and the lack of
cooperation among producers reduces its profitability. The intention is to create a network of organic pioneer farmers who will be supported by scientists and technical consultants in different fields capable of showing the benefits that organic production will have in the formers' lands. These pioneers would create a Producers Organization to improve their negotiating position, allowing the
farming activity to generate time-sustainable profit and reactivating the economic flow in the rural world.
Objectives
La agricultura de secano es poco eficiente en gran
parte de la superficie cerealista de España. La producción ecológica se presenta como una oportunidad, pero la transferencia del conocimiento utilizada ha sido ineficaz y la falta de asociacionismo reduce su rentabilidad. Se pretende crear una red de agricultores pioneros en ecológico que estén apoyados por científicos y asesores técnicos que muestren en sus zonas los beneficios de la Agricultura ecológica sobre sus campos. Estos pioneros crearían una Organización de Productores para aumentar su posición negociadora, haciendo que la actividad agrícola genere una renta sostenible en el tiempo y reactivando el flujo económico en el mundo rural.
Activities
A Network of knowledge exchange (ECOPIONET) will be created. It will be formed by farmers (pioneers and tutors), advisors, technicians and researchers. Pioneers will receive training courses
on organic farming, commercialization and associationism as well as personalized and continuous advice by technical advisers
specially trained for the task. There will be technical workshops, demonstration trials in experimental farms, field workshops and meetings between tutors and pioneers. The Producer Organization will be established. The results will be disseminated at different levels.

Se creará una Red de intercambio de
conocimientos (ECOPIONET), con agricultores que inician el cambio a ecológico o están en conversión (pioneros), agricultores que ya producen en ecológico (tutores), asesores, técnicos, y
responsables de fincas experimentales. Se dará una formación específica a los asesores técnicos. Se realizará un asesoramiento personalizado e impartirán cursos a los pioneros sobre agroecología, comercialización y asociacionismo. Se realizarán talleres técnicos, ensayos demostrativos en fincas experimentales, talleres de campo y reuniones entre tutores y pioneros. Se
constituirá la Organización de Productores. Los resultados se divulgarán a distintos niveles.

8 Practice Abstracts
Different materials of interest for different actors were elaborated, published and disseminated: - A conversion guide to organic farming, to help any producer who wants to convert to organic farming to do it successfully; - A marketing guide, to facilitate different aspects related to the marketing of organic products to all those producers who are already producing organically or who are interested in converting to organic farming. - A methodological guide, which explained the development of the project itself and the innovative system of knowledge transfer implemented in the project: the MITTCon system. The objective of this guide was to facilitate the implementation of this system to any interested party, as it is replicable and scalable and very useful to accelerate the adoption of good innovations and good practices; -A study where the results obtained were analysed and a series of guidelines and recommendations were established, so that other entities could successfully apply the proposed transfer system, based on the conclusions obtained in the project. These documents included both the positive aspects and things that had gone well, as well as those that had not gone as expected, analysing why. It is considered crucial to inform stakeholders of both aspects in order to make these documents as useful as possible
Se elaboraron, publicaron y divulgaron distintos materiales de interés para diversos actores: - Una guía de conversión a ecológico, para ayudar a cualqueir productor que quiera pasarse a ecológico a hacerlo de manera exitosa; - Una guía de comercialización, para facilitar distintos aspectos relacionados con la comercialización de productos ecológicos a todos aquellos productores que ya están produciendo en ecológico o que están interesados en hacer la conversión. - Una guía metodológica, donde se exlicaba el propio desarrollo del proyecto y el sistema innovador de transferencia del conocimiento implementado en el proyecto: el sistema MITTCon. El objetivo de esta guía era facilitar a cualquier interesado la implantación de este sistema, al ser replicable y escalable y de gran utilidad para acelerar la adopción de buenas innovaciones y buenas prácticas; -Un estudio donde se analizaban los resultados obtenidos y se establecían una serie de directrices y recomendaciones, para que otras entidades pudieran aplicar con éxito el sistema de transferencia propuesto, en función de las conclusiones obtenidas en el proyecto. Estos documentos incluyeron tanto los aspectos positivos y cosas que habían ido bien, como aquellas que no habían ido según lo esperado, analizando el porqué. Se considera que es crucial informar a los interesados de ambos aspectos para que realmente estos documentos sean de la máxima utilidad.
In terms of dissemination, the project and its results were made known among other farmers and other professionals related to the agricultural sector, among consumers, among the organic sector at international level and through the National Rural Network and the European EIP-Agri Network thanks to different activities, such as the creation of a website and the management of its contents, the management of profiles on social networks, the sending of press releases, the publication of articles in specialised magazines, participation in radio and television programmes, and participation in national (Salamaq) and international (BIOFACH) fairs. Likewise, every opportunity was taken to publicise the project in different forums, making presentations at different conferences. It is worth highlighting the participation in the Rural Inspiration Awards 2020, which gave great visibility to the project at a European level. In these awards, ECOPIONET was a finalist in the category of adaptation to climate change and second in the popular vote category. This visibility was translated into participation in various European and international seminars and forums, where we were able to publicise the project and its results.
A nivel de divulgación, se logró dar a conocer el proyecto y sus resultados entre otros agricultores y otros profesionales relacionados con el sector agrario, entre los consumidores, entre el sector ecológico a nivel internacional y dar a conocer el proyecto a través de la Red Rural Nacional y la Red europea AEI-Agri gracias a distintas actividades, como la creación de una página web y la gestión de sus contenidos, la gestión de perfiles en redes sociales, el envío de notas de prensa, la publicación de artículos en revistas especialidas, la participación en programas de radio y televisión, y la participación en ferias nacionales (Salamaq) e internacionales (BIOFACH). Asimismo, se aprovecharon todas las oportunidades que surgieros para dar a conocer el proyecto en distintos foros,realizando ponencias en distintas jornadas. Cabe destacar la participación en los Rural Inspiration Awards 2020, que dio una gran visibilidad al proyecto a nivel europeo. En estos premios, ECOPIONET resultó finalista en la categoría de adaptación al cambio climático y segundo en la categoría de voto popular. Esta visibilidad se tradujo en la participación en distintos seminarios y foros europeos e internacionales, donde pudimos dar a conocer el proyecto y sus resltados.
Environmental benefits. The potential environmental impact of the project is unquestionable by introducing and extending organic production, which is more environmentally friendly than conventional production, and by transmitting to other farmers who want to remain conventional how to carry out more environmentally beneficial agronomic practices that can also help them to reduce farm costs. In addition to having a positive impact on the environment as a result of the Pioneer farmers' conversion to organic farming, the knowledge gained through the implementation of this project will enable other farmers to reduce the use of pesticides and fertilisers, reduce erosion on their plots, improve soil fertility and increase the resilience of their farms to climate change. This environmental improvement will have a positive impact on society as a whole.
Beneficios medioambientales. Es incuestionable el potencial impacto del proyecto a nivel medioambiental al introducir y extender la producción ecológica, más respetuosa con el medio ambiente que la convencional, y al transmitir a otros agricultores que quieren mantenerse en convencional cómo realizar prácticas agronómicas más beneficiosas a nivel medioambiental que, además, pueden ayudarles a reducir costes de la explotación. Además de influir positivamente sobre el medio ambiente como resultado de la conversión a ecológico que realizarán los agricultores Pioneros, los conocimientos obtenidos gracias a la ejecución de este proyecto permitirá a otros agricutores reducir la utilización de plaguicidas y abonos, disminuir la erosión de sus parcelas, mejorar la fertilidad de sus suelos y aumentar la resiliencia de su explotación frente al cambio climático. Esta mejora medioambiental repercutirá positivamente en toda la sociedad.
One of the expected results derived from the project is the improvement of the farmers' income thanks to a better knowledge of the techniques to be applied, the improvement of business skills, the reduction of costs and the greater added value of their products. While the average production can be reduced by 11-30%, thanks to a price increase of around 30% for the product obtained and the subsidy for organic production, it is estimated that pioneer farmers will be able to improve their net margin/ha by 20-30%. It is also expected to contribute to better matching the supply of organic raw materials to the needs of customers, also favouring short channels between producer and customer. This will benefit both the farmer, who will be able to obtain a higher price for his products, and the buying agri-food industry, which will be able to obtain a quality, local organic product, aspects that are highly valued by consumers of organic products.
Uno de los resultados esperados derivados del proyecto es la mejora de la renta de los agricultores gracias a un mejor conocimiento de las técnicas a aplicar, a la mejora de las aptitudes empresariales, a la reducción de costes y al mayor valor añadido de sus productos. estima una reducción de costes que puede ser de entre 30-50%, consiguiendo disminuir la dependencia externa de insumos. Si bien la producción media puede reducirse entre un 11 y un 30%, gracias a un incremento de los precios del producto obtenido cercano al 30% y a la subvención a la producción ecológica, se calcula que los agricultores pioneros podrán mejorar su margen neto/ha en un 20-30%. Asimismo, se espera contribuir a adecuar mejor la oferta de materias primas ecológicas a las necesidades de los clientes, favoreciendo además los canales cortos entre productor y cliente. Esto beneficiará tanto al agricultor, que podrá obtener un mayor precio por sus productos, como a la industria agroalimentaria compradora, que podrá obtener un producto ecológico de calidad y de cercanía, aspectos muy valorados por el consumidor de productos ecológicos.
Improved advisory services and increased interest shown by farmers and stockbreeders in the organic production system. In Salamanca, where the area of organic production was practically negligible at the beginning of the ECOPIONET project, the technicians of the Professional Agricultural Organisations detected an increase in the interest shown by the producers of the province in the organic production system. Thanks to the project, their technicians increased their training in organic farming, mainly thanks to the level of the experts involved in the project and the exchange of knowledge between different actors. In this way, all those producers who have turned to the technicians of the Professional Agricultural Organisations have found a better advisory service on organic production.
Mejora de los servicios de asesoramiento e incremento del interés mostrado por los agricultores y ganaderos en el sistema de producción ecológica. En Salamanca, donde la superficie de producción ecológica era prácticamente testimonial al inicio del proyecto ECOPIONET, los técnicos de las Organizaciones Profesionales Agrarias detectaron un aumento del interés por parte de los productores de la provincia en el sistema de producción ecológico. Gracias al proyecto sus técnicos aumentaron su formación sobre agricultura ecológica, principalmente gracias al nivel de los expertos con los que contó el proyecto y al intercambio de conocimientos entre distintos actores. De esta manera, todos esos productores que han acudido a los técnicos de las Organizaciones Profesionales Agrarias han encontrado un mejor servicio de asesoramiento en materia de producción ecológica.
The project was useful for all the actors involved, indicating that the proposed knowledge sharing system (MITTCon) is beneficial for the different profiles involved (research centres, farmers, advisors, etc.). The degree of usefulness of the different activities for all members as a whole was very good, with all activities scoring between 7.9 and 9.4 out of 10. 97% of the members would participate in the ECOPIONET project again. These data reflect the fact that the project members derived benefits from their participation in the project. If there is one key factor in any knowledge transfer system, it is the people who participate in it. The commitment, experience and skills of the members of the system are the key to the success of the proposed methodology.
Therefore, it is essential to choose the members of the future Network in the right way.
El proyecto resultó últil para el conjunto de actores participantes, lo que indica que el sistema de intercambio de conocimientos propuesto (MITTCon) es beneficioso para los diferentes perfiles participantes (centros de investigación, agricultores, asesores, etc.). El grado de utilidad de las distintas actividades para todos los miembros en conjunto fue muy bueno, situándose la puntuación de todas las actividades entre el 7,9 y el 9,4 sobre 10. El 97% de los integrantes volvería a participar en el proyecto ECOPIONET. Estos datos reflejan que los integrantes del proyecto obtuvieron ventajas de su participación en el proyecto. Si hay un factor clave en cualquier sistema de transferencia del conocimiento, son las personas que participan en él. En el compromiso, la experiencia y capacidades de los integrantes del sistema está la clave para que la metodología propuesta tenga éxito.
Por ello, es fundamental elegir a los miembros de la futura Red de manera correcta.
All farmers (Pioneers and Tutors) were happy to have participated in the project. The average satisfaction of the Pioneers with what the project offered them was rated 8.3 out of 10, with the expert advice and the exchange of experiences between farmers being the most valued. The most negative aspect was the difficulty to combine some of the project activities with their work. 93% said that ECOPIONET had changed their vision on production methods, marketing or associationism. All pioneers stated that they would repeat as members of ECOPIONET. In the case of the Tutors, the average satisfaction with the project activities was 8.8 out of 10, and all of them stated that they would repeat as members of the project. For the tutors, the best thing about ECOPIONET was the exchange of opinions, the meeting with colleagues, learning about other areas and management, the workshops and field visits, and the willingness of all the members to teach and learn. Among the recommendations made by the producers was to increase field visits and visits to experimental farms, doing more demonstrations and trying out new crops and techniques. This success is due to a well-designed knowledge sharing system (MITTCon), as well as a good selection of the different participants in the project (experts, advisors, tutors, pioneers...).
Todos los agricultores (Pioneros y Tutores) estuvieron contentos de haber participado en el proyecto. La satisfacción media de los pioneros con lo que el proyecto les ofreción fue valorada con un 8,3 sobre 10, siendo el asesoramiento por parte de los expertos el intercambio de ecperiencias entre productores, lo más valorado. Lo más negativo fue la dificultad para compatibilizar algunas activiades del proyectp con su trabajo. El 93% afirmó que ECOPIONET había cambiado su visión sobre los métodos de producción, comercialización o asociacionismo. Todos los pioneros afirmaron que volverían a repetir como miembros de ECOPIONET. En el caso de los tutores, la satisfacción media con las actividades del proyecto se situó en un 8,8 sobre 10, y todos ellos afirmaron que repetirían de nuevo como miembros del proyecto. Para los tutores lo mejor de ECOPIONET fue el intercambio de opiniones, el encuentro con compañeros, conocer otras zonas y manejos, los talleres y visitas al campo, y la predisposición de todos los integrantes para enseñar y querer aprender. Entre las recomendaciones realizadas por los productores se encuentra la de aumentar las visitas de campo y a las fincas experimentales, haciendo más demostraciones y probando nuevos cultivos y técnicas. Este éxito se debe a un buen diseño del sistema de intercambio de conocimientos (MITTCon), así como a una corecta selección de los distintos participantes en el proyecto (expertos, asesores, tutores, pioneros...).
With the ECOPIONET project, the conversion to organic production was accelerated and a faster and more effective exchange of knowledge was achieved. Thanks to the innovative knowledge system implemented (called MITTCon), the conversion to organic production was accelerated. This impact was particularly noticeable in the province of Salamanca, where the area under organic production was very small at the beginning of the project. In just two years, 20 farmers were converted to organic production, resulting in 1,136 ha, 105 head of cattle and 150 sheep certified organic. This methodology, which includes different actors with different profiles (experts, technical advisors, organic producers, in-conversion producers, other producers), as well as various complementary activities that promote knowledge exchange between all actors involved, can be used to accelerate the adoption of organic production in other areas. Furthermore, given the benefits and good results obtained in the ECOPIONET project in only 2 years, the implementation of the MITTCon system is recommended to encourage the adoption of other innovations. One of the main problems in the agricultural sector at national and European level is the disconnection between different actors (research centres, advisors, producers, public administrations, etc.) and the time lag between the development of an innovation and its adoption by farmers. This system can have a major impact on accelerating the implementation of new technologies, water saving systems, best practices, etc. by producers.
Con el proyecto ECOPIONET se logró acelerar la conversión a producción ecológica y un intercambio de conocimientos más rápido y efectivo. Gracias al sistema innovador de conocimientos implementado (llamado MITTCon) se aceleró la conversión a producción ecológica. Este impacto pudo observarse especialmente en la provincia de Salamanca, donde al inicio del proyecto la superficie en producción ecológica era muy escasa. En sólo dos años se logró que 20 agricultores se convirtieran a producción ecológica, lo que e tradujo en 1.136 ha, 105 cabezas de vacuno y 150 de ovino certificadas en ecológico. Esta metodología, que incluye diferentes actores con diferente perfil (expertos, asesores técnicos, productores en ecológico, productores en conversión, otros productores), así como diversas actividades complementarias que fomentan el intercambio de conocimientos entre todos los actores implicados, puede ser utilizada para acelerar la adopción de la producción ecológica en otras zonas. Asimismo, dados los beneficios y buenos resultados obtenidos en el proyecto ECOPIONET en apenas 2 años, se recomienda la implantación del sistema MITTCon para fomentar la adopción de otras innovaciones. Uno de los principales problemas que presenta el sector agrario a nivel nacional y europeo es la desconexión entre diferentes actores (centros de investigación, asesores, productores, administraciones públicas, etc.) y el tiempo que trascurre entre que se desarrolla una innovación y que es adoptada por los agricultores. Este sistema puede tener un gran impacto a la hora de acelerar dicha implantación por parte de los productores, ya sean nuevas tecnologías, sistemas de ahorro de agua, distintas buenas prácticas, etc.
