General information
- Local Action Groups could start Transnational Cooperation (TNC) at different times depending on the specific region in Spain.
- TNC themes and priorities in the Local Development Strategy (LDS) are defined by the LAGs as part of their LDSs.
- TNC budget in the LDS varies between the regions (Autonomous Communities) and depends on what each LAG defined in their LDS. The national average is approximately 5% (of the LDS budget).
- Calls for TNC projects are continuously open.
- Average (planned) time for official approval: 1-4 months. In almost all territories, final approval of the projects by the Managing Authority is required.
- No list of possible cooperation themes is published by the Managing Authority in the CAP Strategic Plan (CSP) or other official document (no limitations from the national level / in the CSP).
- Guidelines on TNC in LEADER/CLLD for the 2023-2027 programming period are not available, but work is ongoing to collect and standardise this information at the Member State level.

Types of eligible territory and stakeholders
- Types of territory that can be covered in a TNC project include: rural territory (EU MS), non-rural territory (EU MS), third countries (non-EU).
- Types of eligible partners in a TNC project are not specified at Member State level. This depends on the region (Autonomous Community).
- Types of stakeholders eligible for preparatory support for TNC projects include LAGs only.
- The existence of a lead partner is one of the eligibility criteria for a TNC project.

Eligible actions and costs

- Eligible costs for TNC projects: Each territory is responsible for establishing its own eligible costs for TNC projects, but usually the following costs are eligible in all the territories:
- Venue rental for meetings and events
- Translation fees
- Interpreters' fees
- Fees for consultancy and expert services
- Catering
- Accommodation
- Travel
- Costs related to dedicated project staff (e.g., joint project manager)
- Expenditure related to local actions directly linked to the TNC project
- Non-eligible costs for TNC: Each territory is responsible for establishing its own non-eligible costs for TNC projects.
- The use of simplified cost options (SCOs) for TNC: This is not specified at Member State level – this information will be provided in the regional factsheets.
