MATILDE toolbox

This output is a methodological approach consisting of a list of tools that can be used for the assessment of impacts of migration on local development.

Output Description

The MATILDE toolbox is a set of techniques for quantitative and qualitative data collection and analysis. It will be produced at the end of the project (2023). It will translate the methodological framework for the assessment of impacts into a fully-fledged transferable package of assessment tools for researchers and policy makers. The toolbox will be tested in 13 local case studies that represent different types of rural and mountain areas across Europe to test its transferability for local level assessments in other settings. 

After testing, the MATILDE toolbox will be adapted to the specific needs of EU, national, regional and local policy makers, practitioners such as NGOs and public service providers, as well as researchers. 

Testing the transferability of the MATILDE Toolbox will be based on a series of consecutive steps: 

Guidelines for the implementation of case studies are co-designed by all partners to guarantee a coherent implementation of the case studies across MATILDE regions.

Tools for data collection include for instance, qualitative interviews, focus groups, mobility or social mapping, participatory photo/video talks. Research and local partners collaborate to collect the data at the case study level based on the MATILDE matrix and toolbox. The data collection covers both the social and economic domains and pays specific attention to the impact of reception services for asylum seekers and refugees in MATILDE region.

MATILDE conducts field work in rural and mountain case study regions to stimulate the creation of new knowledge and understanding about the social, economic and spatial impacts of TCNs at the local level. Participatory techniques and tools for this task include open space technology (OST), outreach, world café, participatory videos. Each case study will identify its own approach based on the topic developed, the actors involved and the specific territorial features. This will involve both TCNs and local stakeholders.

Tools for data analysis include for instance, spatial economic regression, descriptive and interpretative statistical modelling, content analysis. A comparative analysis of the results stemming from the local case studies leads to the categorisation of the impacts and processes pertaining to different paths of the migration processes in the case studies.

Relevance for monitoring and evaluation of the CAP

The MATILDE toolbox which will be finalised by 2023 will offer a combination of a quantitative approach (data collection based on the MATILDE matrix) with a qualitative one (field work, participatory techniques) to assess impacts. It is expected that the results of this assessment in the case study regions will confirm the transferability of the toolbox and any required adaptations for its use in other regions in Europe. It may become a useful alternative tool for the assessment of CAP impacts on social inclusion as well as the impacts of local development measures (LEADER) on improving the social fabric, cohesion and revitalisation of rural areas. LAGs need to become aware of the phenomenon of migration and be able to assess its potential impact on their territories.

Migration Impact Assessment to Enhance Integration and Local Development in European Rural and Mountain Areas 

MATILDE aims to:

  • Examine how migration impacts local development and territorial cohesion in European rural and mountain regions, as well as to improve integration and local development.
  • Improve knowledge on the social and economic development potential of Third Country Nationals (TCNs)
  • Assess the positive aspects of migration, notably its potential to trigger development in the medium and long run especially in remote areas, where it can operate as a counter-process to depopulation and economic decline.
  • Elaborate proposals concerning the redistribution of resources to rural and mountain areas, while promoting them as valuable places to live and fundamental resources for the entire continent
