Context

SADAPTER responds to three issues observed in the Morvan :

. Agricultural decline due to a variety of causes

. The decline of traditional production systems .

. The already strong impact of climate change.


This project is born out of the Bibracte-Morvan des Sommets Grand Site de France territorial experimentation laboratory. This approach is in line with a demanding designation that encourages local players to build sustainable regional projects that preserve the landscape quality of the most emblematic listed sites.


This experiment is relying on the landscape as a lever for virtuous projects, taking into account in an integrated way all the challenges facing rural areas: preserving their heritage in all its dimensions and their landscape quality, optimising the welcome offered to visitors and including all residents.


The identification of the needs to which the EIP aims to respond is the fruit of an emergence phase lasting more than two years, which involved Bibracte, the two Chambers of Agriculture in Nièvre and Saône-et-Loire, the SAFER, the Morvan Regional Nature Park, the UFR d'Agriculture Comparée d'AgroParisTech and the GIEE (Groupement d'Intérêt Economique et Environnemental) du Mont Beuvray (farmers' group).


Activities

. Creating a collective project to adapt to the new challenges of the area by supporting farmers in diversifying their production and activities, welcoming newcomers and farm employees and inventing a new form of cooperative entrepreneurship for the territory.

. Supporting farmers in the face of future change by co-constructing a strategic approach that ensures the coherence of systems at all levels (existing farmers and installation projects) and by inventing new transfer models.

. Reinventing the overall approach to bocage resources by supporting the implementation of bocage management plans that have already been drawn up, by drawing up new plans and linking with the work of the 'Forestry experimentation laboratory' operating simultanesously in the same area.

. Preserve the biodiversity of the meadows and water resources through appropriate pastoralism, by understanding the challenges of preserving biodiversity through the specific flora of the Morvan meadows, by associating them with the preservation of water quality, and by ensuring the link with the search for coherent systems.

. Experimenting with the implementation of land management tools in three areas with high landscape challenges; by implementing the land management approach by landscape entities, one of which is currently being tested on a clearing; by identifying and implementing other land management methods; and by working on the property issue.

. To provide scientific and cross-disciplinary support for the approach, by assigning a young agro-economist engineer and two trainees who will apply a diagnostic analysis of farming systems to the area.


Activities

. Créer un projet collectif d'adaptation aux nouveaux enjeux du territoire en accompagnant les agriculteurs dans la diversification de leurs productions et activités, en accueillant les nouveaux arrivants et salariés agricoles et en inventant une nouvelle forme d'entreprenariat coopératif de territoire.

. Accompagner les agriculteurs face aux mutations à venir en co-construisant une approche stratégique qui assure la cohérence des systèmes à tous les niveaux et en inventant de nouveaux modèles de transmission.

. Réinventer l'approche de la ressource bocagère dans sa globalité en accompagnant la mise en oeuvre de plans de gestion bocagère déjà réalisés, en en réalisant de nouveaux et faisant le lien avec les travaux du laboratoire d'expérimentation forestière actif parallèlement sur le territoire.

. Préserver la biodiversité des prairies et la ressource en eau par un pastoralisme adapté, en appréhendant les enjeux de la préservation de la biodiversité au travers de la flore spécifique des prairies du Morvan, en les associant à la préservation de la qualité de l'eau, et en assurant le lien avec la recherche de cohérence des systèmes.

. Expérimenter la mise en place d'outils d'intervention foncière dans trois espaces à fort enjeux paysagers, en mettant en forme l'approche foncière par entité paysagère en cours de test sur une clairière, en identifiant et mettant en oeuvre d'autres modes d'animation foncière, et en travaillant sur la question immobilière.

. Accompagner scientifiquement et transversalement la démarche, grâce à l'affectation d'un jeune ingénieur d'études agro-économiste et de deux stagiaires qui appliqueront au territoire une analyse-diagnostic des systèmes agraires.


Additional comments

The SADAPTER EIP emerged in the context of the second renewal of the Grand Site de France designation around the Bibracte-Mont Beuvray listed site. Some fifty such areas are now involved in the process at the national scale, and Bibracte was one of the first sites to be awarded the designation in 2007. A recent ministerial report (Boisseaux and al., 2022) entitled 'The Grands Sites de France, the unifying force of the landscape at the heart of regional action', affirms the richness and interest of the Grands Sites de France policy led by the ministry in charge of the landscape policy.

Twelve rural communities in the Morvan Regional Nature Park have signed up to this initiative, in which the agricultural aspect is particularly important due to the significant decline in agricultural activity, which directly threatens the legibility of the landscapes. The area of 420 km2 is on a human scale, with 3,800 inhabitants and around a hundred active farms.

The 2022-2027 project also aims to improve the quality of the welcome offered to visitors and new residents, with a view to strengthening and managing the local economy and consolidating the economy of the farms.

1 Practice Abstracts

The expected outcomes are:

— a facility for agri-rural project promoters, who will combine agricultural activity, landscape maintenance and services to the local economy

— improved resilience of livestock farms that ensure open landscapes

— the creation of new economic resources with the promotion of bocage and local entrepreneurship

— an effective fight against embroussment through land experiments, for the benefit of landscape quality and firefighting

— preservation or even restoration of biodiversity through environment-friendly pasture practices and reopening of certain areas

— the creation of a territorial experimentation laboratory able to disseminate its results to other medium-mountain regions facing agricultural abandonment.


Les résultats attendus sont :

- un accueil facilité de porteurs de projets agri-ruraux, qui combineront activité agricole, entretien du paysage et services à l'économie locale

- une meilleure résilience des fermes d'élevage qui garantissent l'ouverture des paysages

- la création de nouvelles ressources économiques avec la valorisation du bocage et l'entreprenariat de territoire

- une lutte efficace contre l'embroussaillement grâce aux expérimentations foncières, au profit de la qualité paysagère et la lutte contre les incendie

- une préservation, voire une restauration de la biodiversité grâce aux pratiques de pâturages adaptées au milieu et à la réouverture de certains zones

- la création d'un laboratoire d'expérimentation territoriale, à même de diffuser ses résultats aux autres régions de moyenne montagne confrontées à la déprise agricole.
