Contexte
Throughout the Kirchdorf district, there is an enormous need to secure the provision of basic necessities, especially for smaller, peripheral communities. Multifunctional centres currently only exist in the larger municipalities or in cities. A clear concept with a detailed profitability calculation, a joint form of investment and a cooperation model is now needed in order to develop a multifunctional centre in peripheral locations and work it up as a model project for other municipalities. These topics are also set out in regionally relevant strategy papers. Challenges such as the rapidly ageing population, the availability of jobs in rural areas, ensuring everyday mobility, the out-migration of women and the preservation of local supply facilities are among the challenges identified in the LEADER strategy of the Kalkalpen National Park region. The Care Strategy of the Federal State of Upper Austria recognises the increased need for nursing staff and care. New forms of care are needed so that older people are not forced into care homes prematurely, but can find good care and service quality locally. The ‘Action programme for the revitalisation of vacant and derelict properties, revitalisation of towns and city centres’ of the Federal State of Upper Austria addresses the problem of vacant properties in the centres of municipalities. The current ‘Federal Plan for Senior Citizens’ even includes topics at federal level that are addressed by the project. For example, the need to find new forms of housing that include infrastructure appropriate to the different phases of life and that can support self-sufficiency for as long as possible. Alternative forms of care are also in demand and securing local supplies is also stated as a goal.

- Establishment of the partnership of all relevant stakeholders as well as ongoing support, information and moderation of this partnership
- Obtaining analyses, drawing up concepts, planning (drawing up an operating concept including the establishment of a joint operator structure, financial planning for the conversion and expansion, drawing up a business plan for ongoing operations, development of regional value chains)
- Public outreach, awareness-raising and involvement of the population

2 Practice Abstracts
In Steyrling, einem Ortsteil mit hohem Durchschnittsalter und eingeschränkten Basisdienstleistungen, wird ein Multifunktionszentrum geplant, um die Lebensverhältnisse zu verbessern. Ziel ist es, junge Menschen zu halten, ältere zu betreuen und Angehörige zu entlasten. Dieses Modellprojekt vereint serviceunterstütztes Wohnen, Nahversorgung und Gastronomie an einem zentralen Standort. Angesichts des Bedarfs an Grundversorgung in peripheren Regionen ist ein klares Konzept erforderlich, um innovative Ansätze zu entwickeln, die die demografischen Herausforderungen adressieren. Durch den Aufbau langfristiger Partnerschaften und die Einbindung der Bevölkerung werden wichtige Erfahrungen in Partizipation und Planung gesammelt. Methodische, strategische und planerische Erkenntnisse aus dem Entwicklungsprozess sollen genauso wie die finale Umsetzung öffentlich gemacht werden, da zahlreiche Gemeinden mit ähnlichen Herausforderungen kämpfen.
In Steyrling, a neighbourhood with a high average age and limited basic services, a multifunctional centre is being planned to improve living conditions. The aim is to keep young people in the village, care for the elderly and reduce the burden on family members. This model project combines service-supported living, local supply facilities and gastronomy at a central location. In view of the need for basic services in peripheral regions, a clear concept is required to develop innovative approaches that address the demographic challenges. By establishing long-term partnerships and involving the population, important experience in participation and planning is gained. Methodological, strategic and planning findings from the development process as well as the final implementation should be made public, as numerous municipalities are struggling with similar challenges.
It is expected to build long-term partnerships in a community-based, population-based process. It can be assumed that, already at this stage, important experience in terms of participation and innovation, as well as in discourse, moderation and planning skills, can be gained and prepared for other municipalities.
The key objective is to combine the functions of inclusive housing, local care and gastronomy in response to demographic developments in a rural-peripheral community. Innovative approaches and concrete impulses are expected to contribute to the long-term improvement of local living conditions and have a positive impact on the age structure. Here too, both results and learning experiences will be made available to other communities.
Zu erwarten ist der Aufbau langfristiger Partnerschaften in einem gemeinschaftlichen, bevölkerungsnahen Prozess. Es kann davon ausgegangen werden, dass bereits in diesem Schritt wichtige Erfahrungen in Bezug auf Partizipation und Innovation sowie auf Diskurs-, Moderations- und Planungskompetenzen gesammelt und für weitere Gemeinden aufbereitet werden können.
Zentrales Ziel ist die Funktionsbündelung von integrativem Wohnen, Nahversorgung und Gastronomie, mit der auf die demographischen Entwicklungen in einer ländlich-peripheren Gemeinde reagiert wird. Erwartet werden hier innovative Ansätze und konkrete Impulse, die zur langfristigen Verbesserung der Lebensverhältnisse vor Ort beitragen und die Altersstruktur positiv beeinflussen. Auch hier sollen sowohl Ergebnisse als auch Lernerfahrungen anderen Gemeinden zugänglich gemacht werden.
