Implementation of short supply chains in Piedmont for the collection of native seeds from permanent grasslands and their direct use for revegetation

Context
The sale of native seeds has been introduced by the European directive 2010/60/UE, adopted in Italy with the D.Lgs. n. 148/2012. However, the decree is generic and leaves high autonomy of legislation to the Regions, which are the competent authorities on the issue. Piedmont Region has not yet legislated about this topic, thus the present project would be the starting point for an effective regulatory framework. At present, the market of native seeds is nearly completely lacking in Piedmont and the revegetation of areas with high natural value relies on commercial cultivars, with a risk of genetic pollution against the native vegetation communities.
Objectives
The project aims to start a short supply chain of native seeds (as defined in directive 2010/60/UE and D.Lgs. n. 148/2012) in Piedmont region. The cost of native seeds can be reduced by limiting the number of mediators, resulting in a comparable cost to commercial seeds. This approach will ensure a self-continuation of short supply chains in future years.
Objectives
Il progetto si propone di avviare una filiera delle ‘sementi per la preservazione’ (come definite dalla direttiva 2010/60/UE e D.Lgs. n. 148/2012), di seguito anche chiamate ‘sementi autoctone di origine locale’, limitando il numero di intermediari così da rendere il costo delle sementi paragonabili a quelle commerciali attualmente in uso. Tale approccio garantirà un prosieguimento autonomo della filiera negli anni successivi al completamento del progetto.
Activities
Piedmont region will be divided into homogeneous 'regions of origin' for native seed sale. Specific protocols will be written for the selection and characterization of donor sites, which will be added to a web site, letting professionals and farmers to access educational and technical information. The most suitable machineries for seeds harvesting and the quality features of harvested seeds will be evaluated. The assessment of the effectiveness of revegetation performed during the project will allow to start a short supply chain for native seeds with high naturalistic value.

Delimitazione del Piemonte in 'regioni di origine' omogenee in cui commercializzare le sementi autoctone. Stesura dei protocolli per la scelta e la caratterizzazione dei siti donatori e inserimento di questi ultimi all'interno di un sito web che permetta a liberi professionisti e agricoltori l'accesso a informazioni divulgative e tecniche. Valutazione dei migliori macchinari per la raccolta del seme dalle praterie e valutazione delle caratteristiche di qualità delle sementi raccolte. La valutazione dell'efficacia degli inerbimenti eseguiti durante progetto consentirà di avviare una filiera corta locale di sementi ad elevato valore naturalistico.

La manifestazione d'interesse dimostrata per il presente progetto da parte dei due principali Enti regionali deputati alla gestione e salvaguardia della Rete Natura 2000 in Piemonte (‘Settore Biodiversità e Aree Naturali della Regione Piemonte’ e ‘Agenzia Regionale per la Protezione Ambientale – ARPA’ del Piemonte) attesta l'interesse verso la commercializzazione di sementi autoctone e permetterà di aprire un dialogo politico-decisionale sul tema

At the end of the project whoever will freely access the web site of the project to identify one or more donor sites with comparable characteristics to those of the site to be revegetated. Moreover, it will be possible to get in contact with the farmers and the contractor owning the machineries for seed harvesting. Therefore, a short supply chain for native seeds in Piedmont Region will be operational by the end of the project.
Al termine del progetto qualsiasi soggetto (pubblico o privato) potrà accedere alla pagina web del progetto e individuare uno o più siti donatori con caratteristiche compatibili con il sito da inerbire. Sarà inoltre possibile mettersi in contatto con le aziende agricole aventi titolo d’uso sui siti donatori e prendere accordi con il contoterzista che possiede i macchinari idonei alla raccolta della semente. Al termine del progetto sarà quindi operativa per il Piemonte una filiera corta delle sementi autoctone di origine locale.
During the project several degraded areas (ski slopes, quarries and agricultural and forested lands) will be revegetated, using native seeds. These study areas will be subjected to an assessment of the technical effectiveness and economic benefit of the use of native seeds for the restoration of degraded lands.
Durante il progetto saranno inerbite alcune superfici su piste da sci, cave e ambienti agricoli e agro-forestali, mediante l’impiego di sementi autoctone di origine locale. Su queste aree studio sarà valutata sia l'efficacia tecnica, sia la convenienza economica.
Purchase and realisation of machineries suitable to harvest native seeds. At present, in Piedmont Region there is not any suitable machine to harvest native seeds, such as machines for stripping and vacuuming. The realisation of a prototype will allow to fix the main limitations of machineries available on the market. The machines bought during the project will belong to a partner who will harvest native seeds also after the end of the project, as a contractor.
Acquisto e realizzazione di macchinari idonei alla raccolta delle sementi autoctone. Attualmente sul territorio regionale non sono disponibili macchinari idonei alla raccolta delle sementi autoctone di origine locale, quali aspiratori e spazzolatrici. La realizzazione di un prototipo consentirà di risolvere le principali limitazioni dei macchinari attualmente disponibili in commercio. I macchinari acquistati durante il progetto rimarranno a disposizione di un’azienda partner che potrà svolgere anche al termine del progetto la funzione di contoterzista per la raccolta delle sementi.
Realisation of a web site containing information on the donor sites surveyed in Piedmont Region. This information will allow the users to choose the most suitable donor site according to ecological and vegetation features. Information on how to contact the farmers will also be available.
Implementazione di un sito web del progetto, dal quale sarà possibile accedere alla documentazione relativa ai siti donatori descritti in Piemonte. Tale documentazione consentirà di valutare le caratteristiche ecologiche-vegetazionali dei siti donatori e permetterà di contattare l’azienda avente titolo d’uso.
Demarcation and description of donor sites, aiming at identifying sites representing very heterogeneous conditions, for elevation, slope, aspect and substrate. Native seeds will be harvested from these donor sites during the project. The same sites could be used in the future with the permission of the farmers as well.
Delimitazione e descrizione dei siti donatori, con l’obiettivo di descrivere siti che rappresentino caratteristiche molto eterogenee, per esposizione, altitudine, pendenza e substrato. Dai suddetti siti donatori saranno raccolte le sementi autoctone di origine locale durante lo svolgimento del progetto. Gli stessi siti potranno essere utilizzati, previ accordi con l’azienda agricola, per la raccolta della semente anche negli anni successivi.
Writing of a protocol for the identification of 'donor sites', with the aim of describing the donor sites with a shared methodology during the project. The protocol will support the activity of characterization of potential donor sites carried out by professionals after the end of the project.
Stesura di un protocollo per l’individuazione dei ‘siti donatori’, allo scopo di descrivere nel corso del progetto i siti donatori con una metodologia comune. Questo favorirà inoltre l’attività dei liberi professionisti per la caratterizzazione di potenziali siti donatori anche al termine del progetto.
Partition of Piedmont Region into 'regions of origin', corresponding to geographic areas with homogeneous environmental and vegetation characteristics. Harvesting and selling of native seeds will be possible inside each region.
Delimitazione del Piemonte in ‘regioni di origine’, ovvero settori geografici omogenei dal punto di vista ambientale e vegetazionale. All’interno di ciascuna regione di origine sarà possibile raccogliere e commercializzare le sementi autoctone di origine locale.
