“Gate of Innovations” -The Centre for knowledge accumulation, transfer, development of agricultural technologies and their demonstration

Objectives
The main objective of the project - to ensure smooth creation, implementation and dissemination processes of agricultural innovations on the chain "farms-consultancy-research" in the project activities. To reach the aim it is planned to use all experience, knowledge, competencies and other existing resources of all project partners, that the methods and means used would fully cover the nature and specificity of the existing problems in the target group farms.
Objectives
Projekto bendrasis tikslas – užtikrinti sklandų žemės ūkio inovacijų kūrimo, diegimo ir sklaidos grandinės ūkis-konsultavimas-mokslas veikimą, žinių kaupimo ir perdavimo sistemos plėtrą įgyvendinant projektinę veiklą. Siekiant tikslo numatoma pasinaudoti visų projekto partnerių žiniomis, kompetencija ir disponuojamais ištekliais, kad taikomi metodai ir priemonės gerai atitiktų ūkiuose sprendžiamos problemos pobūdį ir tikslinės grupės specifiką.
Activities
The project will be implemented on three levels: the first level – the Centre "Gate of Innovations" will be responsible for Operational Group co-ordination, organisation and creation of the innovation result information system (database); the second level - Innovation Support Service will be dealing with research and academic institutions and will be responsible for developing an action plan and cooperation methodology; the third level – setting up a Demonstration Farm Network.

Projekto veikla numatyta įgyvendinti trimis lygmenimis: pirmasis - Centras „Inovacijų vartai“, atsakingas už Europos Inovacijų Partnerystės veiklos grupės organizavimo, koordinavimo, konsultavimo, mokymo, inovatyvių technologijų demonstravimo ir inovacijų sklaidos bei taikomųjų tyrimų rezultatų informacinės sistemos sukūrimo veiklas; antrasis lygmuo – Inovacijų paramos tarnybos darbas su mokslo ir studijų institucijomis, siekiant parengti veiksmų planą, bendradarbiavimo metodologiją, bendrai mokslo, konsultavimo ir verslo veiklai, kuriant, išbandant ir diegiant inovacijas; trečiasis lygmuo – suformuoti eksperimentinių mokomųjų bandymų ūkių tinklą.
Context
Recently, a lot of attention in the EU is dedicated to the knowledge transfer quality to farmers, the pace of the newest knowledge transfer and the application of this knowledge efficiency in practice. In order to identify the weeknesses of knowledge transfer in agricultural sector EC financed international project that covered all EU countries (ProAKIS). The project needed to identify Agricultural Knowledge Information System (AKIS) in each country and to offer the best way how to develop, to improve and modernize them. Development of AKIS is very important, it is connected with global public interests and closely related to the Common Agricultural Policy, Strategy “Europe 2020” and also with the EU regulations regarding RDP. Before preparing this project we have made the national analysis of the current situation for the innovation transfer to farmers in Lithuania. The project aim is based on the following documents: Ex Ante evaluation of the national RDP, that was carried out by PI “European Social, Legal and Economic Projects”, the Assay “Possible EIP model implementation in Lithuania after 2013” (carried out by the Public Policy and Management Institute and PPMI group), Aleksandras Stulginskis University made a report “Experimental farm opportunities and performance improvement in Lithuania” and several orders by the Minister of Agriculture.

1 Practice Abstracts
The project will create an interactive cooperation system allowing faster and more efficient way to implement innovation in industrial farms. The system will consist of the following structural elements:
I. The Centre "Gate of Innovations” consisting of: 1. Innovation Support Service will provide advice on innovation issues and coordinate innovation processes in project activities. 2. Innovation result information system (database) containing all agricultural innovations that have been tested and implemented. It will be available to everyone. 3. The Centre of Precision Farming will provide precision farming services and training to farmers, agricultural professionals and advisers. Moreover, the Technology Demonstration Pavilion will be established. Modern and innovative technologies will be demonstrated in the Pavillion that will help farmers to choose more appropriate modern technology for production needs.
II. Consolidation of science/research potential and it's involvement in innovation projects. The deliverables of this Project part: 1. Methodology for inter-institutional cooperation between the project partners and an action plan for their activities in projects; 2. Thematic groups of researchers from different institutions will be set up in order to solve innovation development issues in broader perspective or with a more integrated approach.
III. The Demonstration Farm Network will be created based on identified theme of innovation and infrastructure available. The network will be capable to test and demonstrate under real production conditions technological/economical feasibility of agricultural research/technology/innovation faster, cheaper and in more accurate way.
Projekto metu bus sukurta interaktyvi bendradarbiavimo sistema, leidžianti greičiau ir efektyviau įgyvendinti inovacijų sprendimus reikalingus spręsti gamybinių ūkių problemas. Sistemą sudarys šie struktūriniai elementai:
I. Centras „Inovacijų vartai“. Jį sudarys: 1. Inovacijų paramos tarnyba, kuri konsultuos inovacijų diegimo klausimais, koordinuos jų procesus projektinėje veikloje; 2. sukurta ir administruojama vieša Taikomųjų (inovacijų) tyrimų rezultatų sistema - duomenų bazė, kurioje bus kaupiami jau atliktų taikomųjų (inovacinių) tyrimų rezultatų duomenys; 3. Tiksliojo ūkininkavimo paslaugų ir kompetencijų centras, kur bus teikiamos tiksliojo ūkininkavimo paslaugos bei mokymai, įkurtas technologijų demonstravimo paviljonas.
II. Mokslo potencialo konsolidavimo ir jo veiklos projektuose skatinimas. Projekto metu bus parengta tarpinstitucinio bendradarbiavimo metodika, sukomplektuotos tarpinstitucinės mokslininkų darbo grupės atskiroms inovacijų sritims plėtoti, kad inovacijų kūrimas, taikymas ir diegimas turėtų kuo didesnę ir visapusiškesnę naudą ūkiams.
III. Suformuotas Eksperimentinių Mokomųjų Bandymų ūkių (EMBŪ) tinklas pagal identifikuotas inovacines temas ir projektinei veiklai turimą infrastruktūrą galės pigiau, operatyviau ir tiksliau išbandyti bei įvertinti sukurtų inovacijų, technologijų ar atliktų tyrimų rezultatų technologinę ir ekonominę naudą gamybinėmis sąlygomis.
