Objectives

Overall objective is to increase the area and production of organic farming in Basque Country through the flow of information and advice.

Specific objectives are proposed:

  1. Creation of a working group capable of extracting relevant  information for the transition from farms with conventional agricultural management (CA) to organic farming (OF), using the data obtained monitoring the farms involved
  2. Draft a Base Operational Manual for transition to OF taking into account economic, technical and normative constraints in 8 different productive orientations.
  3. Creation of a permanent network of specialized advisory services in OF in Basque Country keeping Operational Manual up to date

Objectives

El objetivo general es aumentar el área y la producción de la agricultura ecológica en el País Vasco a través del flujo de información y asesoramiento.

Se proponen objetivos específicos:

  1. Creación de un grupo de trabajo para extraer información para la transición de explotaciones agrarias en agricultura convencional (AC) a ecológica (AE), utilizando los datos obtenidos del seguimiento de granjas involucradas.
  2. Elaborar un Manual Operativo para la transición a la AE con limitaciones económicas, técnicas y normativas en 8  orientaciones productivas diferentes.
  3. Creación de una red permanente de asesoramiento especializado en AE en País Vasco manteniendo actualizado el Manual de Operaciones

Activities

  1. Acquisition of the knowledge necessary to carry out a complete plan of transition from conventional to organic farming (OF) with meetings with experts in OF and monitoring of a farm in transition
  2. Obtaining information on difficulties during the transitional period and in OF by analyzing the situation of a representative farm, and supporting project technicians to collect information on the parameters of other farms
  3. Drafting of the Operational Manual (public document of free access) based on data collected by the project partners
  4. Creation of permanent network of specialized advice in AE in Basque Country and update of the Operational Manual

Activities

  1. Adquisición de conocimientos necesarios para realizar un plan completo de transición de agricultura convencional a ecológica (AE) mediante reuniones con expertos propios en AE y monitorización de una explotación en transición
  2. Obtención de información sobre dificultades en periodo de transición y en AE haciendo el análisis de situación de una granja representativa, y apoyando a técnicos del proyecto a recabar información de los parámetros de otras granjas
  3. Redacción del Manual Operativo (documento público de libre acceso) basado en datos recabados por los socios del grupo
  4. Creación de red permanente de asesoramiento especializado en AE en País Vasco y actualización del Manual Operativo

1 Practice Abstracts

The Operational Manual that will be derived from the project will reflect both the normative constraints (European and Regional) as well as the economic and technical needs that the transition to OF entails in 8 different productive orientations.
The benefits expected for organic farmers will be derived from a positive impact on productivity by setting clear guidelines to make the farms more profitable.  For companies, to ensure their supply of organic raw materials for both fresh marketing and processing. For society, the information collected will serve as a stimulus for conventional farmers that want to transform their operation to OF.
Other important expected result is a minimum increase of 18% the number of farmers and livestock growers registered as organic producers, since previous analyzes have shown that this number of applicants for OF registration discard after application, either because of lack of general Information, or lack of advice on technical issues, so that this operational group may be the opportunity for producers to save barriers and facilitate their incorporation to OF.
The first versions of the Basic Operational Manual are now available to producers and implementation is in practice, and the permanent network of specialized advisory services in OF is being set up in the Basque Country. It is hoped that knowledge will reach more producers interested in OF. Registration figures provided by ENEEK are increasing in the whole Basque Country. These actions are expected to increase the area of organic production from 1.1 to 2.2% of the Usable Agrarian Area (UAA) increasing the number of producers from almost 400 to 600 and the number of processors from more than 120 to 200 in the next two years.

El Manual Operativo derivado del proyecto reflejará tanto las limitaciones normativas como las necesidades económicas y técnicas que la transición a la AE implica en 8  orientaciones productivas diferentes
Los beneficios esperados para los agricultores eco se derivarán de un impacto positivo en la productividad mediante directrices claras que hagan las granjas más rentables. Para las empresas, garantizar su suministro de materias primas eco tanto para la comercialización en fresco y procesadas. Para la sociedad, la información servirá como estímulo a los agricultores convencionales que quieren transformar sus granjas en AE
Otro resultado esperado es un aumento mínimo del 18% del número de agricultores y ganaderos inscritos como productores orgánicos, ya que los análisis previos han demostrado que este número de solicitantes para el registro en AE descartan su inscripción tras la solicitud, ya sea por falta de Información general o de asesoramiento sobre cuestiones técnicas, de forma que este grupo operativo puede ser la oportunidad para los productores de salvar barreras y facilitar su incorporación a la AE
Las primeras versiones del Manual Operativo Básico están ahora a disposición de los productores y su aplicación en la práctica, y la Red permanente de asesoría especializada en AE se está estableciendo en el País Vasco. Se espera que el conocimiento llegue a más productores interesados en AE. Las cifras de registro proporcionadas por ENEEK están aumentando en todo el País Vasco. Se prevé que estas acciones incrementarán el área de producción orgánica del 1,1 al 2,2% de la Superficie Agraria Utilizable (SAU) aumentando el número de productores de casi 400 a 600 y el número de procesadores de más de 120 a 200 en los próximos dos años.
