Monitoring the progress of the RDPs 2014-2020

The latest monitoring summaries show the progress of the Rural Development Programmes 2014-2020 and provide the most up-to-date information on the RDP monitoring indicators.

One of the main tasks of the EU CAP Network is to collect, analyse and summarise information about the implementation of the Common Agricultural Policy (CAP) in all the EU Member States. The objective of this work is to provide agriculture and rural stakeholders involved in the delivery of the CAP with succinct, accessible, and easy-to-use information about progress in the implementation of the policy. This, in turn, supports the involvement of stakeholders in the implementation of the CAP, and contributes to the dissemination of its results.

In the 2014-2020 programming period, Managing Authorities (MAs) and Monitoring Committees in every Member State monitored the implementation of the Rural Development Programmes (RDPs). By 30 June each year, until and including 2024, Member States formally submit to the European Commission their Annual Implementation Report (AIR), which shows the progress of their RDPs in the previous calendar year. A similar process will take place in the 2023-2027 programming period for the CAP Strategic Plans.

Every year the EU CAP Network produces visually appealing summaries providing an overview of the state of play of the rural development policy (based on the work started by the previous European Network for Rural Development – ENRD). The summaries include the most up-to-date information on financial and output indicators of the EU's rural development programmes. Information on the additional funds introduced from the European Recovery Instrument (EURI) has been included in the summaries since 2021.

The latest monitoring summaries present information on the progress made on public financial expenditure until December 2022, aggregated at the EU level (EU27) and broken down by Member State. The information includes planned, committed, and realised expenditures, and the progress made towards achieving the planned public expenditures under the different RDP Priorities: Priority 2 – Enhancing farm viability and competitiveness and the sustainable management of forests, Priority 3 – Promoting food chain organisation, Priority 4 – Restoring, preserving and enhancing ecosystems related to agriculture and forestry, Priority 5 – Promoting resource efficiency, and Priority 6 – Promoting social inclusion, poverty reduction and economic development in rural areas.

The documents also provide information on the EU Common Target Indicators related to the RDP Priorities by Member State, with information on planned targets and the progress made to achieve them.

The next update will be published in 2025, with data on RDP progress until the end of 2023.
