Physical & demographic characteristics of LAG area
Keskipiste-Leader operates in southern Northern Ostrobothnia, covering eight municipalities in two sub-regions at Finland’s geographic center. The area is entirely rural with about 40 000 residents and an above-average share of young people, which supports future vitality. Its economy is based on agriculture, forestry, manufacturing, and a strong network of SMEs, complemented by active local communities. Since 1996, Keskipiste-Leader has successfully implemented four program periods, fostering cooperation and development. The region’s diverse landscapes—from lakes and fields to wetlands and rocky hills—create a distinctive “miniature Finland” that residents value as safe and attractive for living and entrepreneurship.
Assets & land use of the LAG area
The area’s strengths include a strong work ethic, a deep-rooted tradition of volunteerism, and active villages (around 80–90) that maintain community spirit and drive local vitality. Entrepreneurship, collaboration, and voluntary work create a solid foundation for development. A diverse cultural and sports life enriches everyday living and strengthens attractiveness. The region benefits from an excellent location along E4 and railway connections, as well as rapidly improving broadband infrastructure that supports remote work and business opportunities. Comprehensive education services—from upper secondary schools to vocational colleges and the Kerttu Saalasti Institute—enhance skills and provide opportunities for young people. Active civic engagement and strong local identity offer a sustainable basis for future development

Additional information on the strategy
Cross-cutting themes include internationalization, positive climate and environmental actions, and smart digital solutions. The strategy aims to secure vitality and attractiveness while ensuring balanced development from residents’ perspective. Priorities and themes reflect demographics, economy, nature, active stakeholders, and inherent strengths and challenges. The region has many young people whose enthusiasm should drive development, while overall well-being remains the ultimate goal. Jobs through entrepreneurship or employment are essential, but leisure and quality of life matter equally. Active communities enable participation in improving services and sustainability. Smart and digital solutions, combined with international cooperation, open new opportunities for communities and businesses. Development is grounded in positive climate and environmental actions, supported by local knowledge and strong Leader tradition.
