Evaluating the effects of compensatory allowance on the maintenance of permanent grassland in North Rhine-Westphalia, Germany

This evaluation examines the impact of the compensatory allowance on grassland conservation during the programming period 2014-2022 in North Rhine-Westphalia, aiming to prevent or mitigate undesirable land-use change.

Despite extensive data analysis and various funding provisions, the evaluation found no evidence that the compensatory allowance contributed to grassland preservation. The inclusion of arable land in the funding regulations from 2019 further reduced the likelihood of grassland conservation effects. The report suggests that the missed target is not due to the allowances themselves but the assignment of the priority area as ‘4A biodiversity’ by the European Commission.
