Contexte

The TITAN project addresses the pressing need for transformation in Europe’s food system to tackle the societal and planetary health challenges of the 21st century. At the core of this transformation is the European Green Deal (EGD), which emphasizes the importance of making food systems fair, healthy, and environmentally friendly. The EGD not only aligns with the UN's Sustainable Development Goals (SDGs) but also serves as the EU's strategy for growth, supporting industries to become global leaders in producing healthy, sustainable, and affordable food.

A key focus of the EGD is to improve consumer access to healthy food with transparent information on food integrity and value, enabling more informed food choices. Transparency is central to this transformation, but the challenges of its implementation are significant. The food sector's complexity and fragmentation, dominated by SMEs, and the systemic nature of transparency innovations make widespread adoption slow. The TITAN project aims to address these challenges by providing practical solutions, particularly for SMEs, and leveraging the latest ICT technologies to enhance transparency in food systems.

TITAN, with 28 partners from 14 countries, will showcase innovations in transparency that cover multiple aspects of the agri-food sector. These include improving food choices for consumers, enhancing food safety and authenticity, and providing better insights into the sustainability and health of food products. Through co-creation and collaboration with stakeholders, TITAN will foster the development of 21 transparency-related innovations, moving from TRL 5 to 7 over the project's duration.

Additionally, the project will explore necessary policy changes to support transparency and will identify the implications of TITAN's innovations on policy. By connecting business strategy, innovation, policy, and consumer needs, TITAN aims to create a demand-driven economy that ensures access to healthy, sustainable food for all.

Objectives

The TITAN project will demonstrate the latest transparency related solutions to help drive the formation of a demand-driven European economy predicted on the production and consumption of healthy, sustainable, and affordable food. Comprising 28 partners from 14 countries (10 MS and 2 associated countries), TITAN will provide an extensive platform for the development of a wide range of innovations that aid transparency and address key challenges identified in the European Green Deal (EGD). With a broad mix of cutting-edge technology providers SMEs and start-ups, linked to leading research centres and agri-food stakeholders, TITAN, through dedicated business support together with a €1.25M open call, will provide a fertile breeding ground of ideas and solutions for businesses to thrive within the new strategy of the EGD. Through a co-creation approach, 15 innovative solutions including exploiting Blockchain, AI and IoT will be demonstrated in a first wave of TITAN transparency related innovations. These will be supplemented by a further wave of innovations on themes selected by stakeholders in an open call that will be open at the end of Year 1 of this four-year project. The new innovations will deliver transparency solutions in the areas of food safety and authenticity, traceability, health and sustainability and improving information to the consumer. The innovations will be supported by cross cutting WPs dedicated to transparency, ICT solutions, policy, business support, management and communication and dissemination. The project is led by industry facing, not-for-profit organisations with extensive outreach capabilities within Europe and beyond that will enhance the transferability and upscaling and impact of TITAN solutions and provide the building blocks of a demand-driven economy that provides healthy, sustainable, and accessible food for its citizens.

Activities

The TITAN project co-creates demand-driven solutions to transform the food system using multi-stakeholder input and cutting-edge innovation. It operates through 9 Work Packages (WPs), including six cross-cutting activities—project management, supply chain, ICT, policy, business support, and communication—supporting three WPs for pilot projects.

  • WP2: Supply Chain Management – Identifies key stakeholders, transparency gaps, and digital best practices in EU food supply chains. Uses a multi-method approach with expert interviews, focus groups, and surveys to assess transparency claims and develop strategic recommendations for digital adoption in food networks.
  • WP3: ICT Technologies – Evaluates supply chain transparency requirements and identifies suitable digital technologies. Develops a systematic framework to analyze supply chain contexts, conducting extensive research and stakeholder consultations. Uses business process modeling, literature reviews, and expert discussions to recommend tailored solutions for diverse food networks.
  • WP4: Food Safety/Fraud Pilots – Demonstrates AI-supported traceability and portable testing solutions to enhance food safety and combat fraud. Enables on-site, cost-effective testing to detect contaminants and verify authenticity, reducing risks for consumers. Ensures seamless traceability of raw materials, additives, and packaging throughout the supply chain.
  • WP5: Sustainability Pilots – Tests digital innovations that connect growers and buyers to enhance transparency, optimize procurement, and reduce food waste. Implements blockchain, QR codes, and digital labeling to ensure ethical sourcing. Monitors environmental impact, including carbon emissions, and evaluates the scalability of these solutions. Engages SMEs, farmers, and retailers in co-creating transparency-driven sustainability strategies.
  • WP6: Improved Food Choices – Develops consumer-facing digital tools such as QR codes, blockchain, and AI-driven educational chatbots. Tests interactive labeling solutions that simplify nutritional and environmental data, improving food choices. Uses LivingLabs and stakeholder engagement to assess user adoption and scale solutions across different markets.
  • WP7: Policy – Conducts regulatory analysis and stakeholder engagement to develop policy recommendations for food system transparency. Examines how current policies impact transparency adoption and evaluates regulatory gaps. Organizes surveys, focus groups, and expert interviews to explore policy constraints and opportunities. Hosts deliberative workshops to refine policy frameworks that support sustainable, transparent food systems.
  • WP8: Business Support & Exploitation – Provides targeted business advisory services to startups and SMEs, ensuring market readiness of transparency solutions. Supports pilot projects through mentoring, strategy mapping, and investment readiness programs. Develops an exploitation roadmap to sustain project outcomes, leveraging industry partnerships and institutional funding to drive long-term impact.
  • WP9: Communication & Dissemination – Engages key stakeholders through targeted outreach, publications, and events. Promotes TITAN innovations via workshops, digital platforms, and industry collaborations. Establishes a European networking hub to facilitate knowledge exchange among food system actors, policymakers, and technology providers. Enhances awareness and adoption of transparency solutions through coordinated dissemination efforts.

TITAN initially implements 15 pilots in key areas such as food safety, sustainability, and supply chain transparency. To expand its impact, an Open Call in M14 provides €1.5M in funding for 8-12 additional pilots, supporting startups and SMEs in delivering cutting-edge transparency solutions for the food industry.
