Transparency and Documentary Management platform development
The object of this activity will be the development of an information management and communication platform for farmers. A set of necessary indicators will be defined to be able to regulate and guarantee the appropriate level of data transparency available at the platform. All existing regulations regarding transparency will be taken into account to be included in the platform. Documentary management will consist in controlling in an efficient and systematic way the creation, reception, maintenance, use and disposition of documents and data from sensors. The needs for information, documentation and ways of communication with irrigators or between them will be identified and integrated into the platform. The base architecture of the platform will be defined and the information and documentation needs to be presented, as well as the communication tools to be developed, will be structured.
The necessary cybersecurity protocols and services will be implemented to comply with current regulations. Mandatory protocols and services relating to the protection of personal data and guarantee of digital rights will be applied.
This platform will allow the exchange of documentation in electronic format between users and administrations.
Finally, there will be an operational Transparency Cloud Platform.
Desarrollo de plataforma Transparencia y Gestión Documental
El objeto de esta actividad será el desarrollo de plataforma de gestión de información y comunicación al agricultor. Se procederá a definir un conjunto de indicadores necesarios para poder regular y garantizar el adecuado nivel de transparencia de los datos presentes en la plataforma. Se tendrá en cuenta toda normativa existente en cuanto a transparencia, para ser incluida en la plataforma. La gestión documental consistirá en controlar de un modo eficiente y sistemático la creación, la recepción, el mantenimiento, la utilización y la disposición de los documentos y datos procedentes de los sensores. Se identificarán las necesidades de información, documentación y medios de comunicación a regantes o entre regantes a integrar en la plataforma. Se definirá la arquitectura base de la plataforma a partir de la cual se estructurará la información y documentación a presentar, así como las herramientas de comunicación a desarrollar.
Se implementarán los protocolos y servicios de ciberseguridad necesarios para cumplir la normativa vigente. Se aplicarán los protocolos y servicios de obligado cumplimiento relativa a la protección de datos personales y garantía de los derechos digitales.
La existencia de esta plataforma permitirá el intercambio de documentación en formato electrónico entre usuarios y con las administraciones.
Finalmente, se contará con una Plataforma Cloud de Transparencia operativa.
