Context
There is considerable potential for economic development and innovation in the municipalities around Schlierbach in the Upper Krems Valley. Despite the commitment of local economic players, awareness of the existing economic strength among the population and entrepreneurs is limited. There is insufficient knowledge about the wide range of products and expertise in the region, which limits synergies and cooperation.
The region has a strong tradition of co-operation, which produced many successful projects in the 1980s and 90s. This tradition is to be revitalised. As part of the Agenda 21 process, the future viability of the regional economy was discussed, with a particular focus on the openness to cooperation and change. It became apparent that, despite successful co-operation, a structured approach is necessary in order to systematically develop the existing potential. A project group has been set up to plan and implement concrete steps to promote the willingness to cooperate and change. This group has already organised several events to develop a comprehensive event and cooperation programme, which is to be implemented step by step from 2024.
The initial situation shows untapped potential for local cooperation and innovation as well as a need for increased knowledge about regional economic activities. It is necessary to systematically promote the willingness to cooperate and change among local stakeholders in order to sustainably strengthen the regional economy and establish the region as a model for successful local economic cooperation. The process has been continued since the end of the Agenda process and the first steps have already been implemented. A network has been formed and the stakeholders in the core group share a common vision.
Activities
The project is divided into several work packages. Firstly, this includes an analysis of previous regional success stories and success factors, whereby the history of cooperations is analysed as well as current cooperations and future potentials. A cooperation process is then to be initiated, which includes the organisation of workshops to develop specific cooperation projects. Initially, the focus will be on the municipality, but the aim is to quickly establish networks within the entire region and to create and expand links between the local and regional economy. A cooperation development programme is being developed to help improve entrepreneurial expertise in the area of cooperation. In order to ensure the transfer of knowledge, brochures will be produced, results presented and workshops organised.
Activities
Das Projekt ist in mehrere Arbeitspakete gegliedert. Dazu gehört zunächst die Analyse bisheriger regionaler Erfolgsbeispiele und Erfolgsfaktoren, wobei die Kooperationsgeschichte ebenso analysiert wird wie gegenwärtige Kooperationen und zukünftige Potenziale. Daraufhin soll ein Kooperationsprozess angestoßen werden, der die Durchführung von Workshops zur Erarbeitung konkreter Kooperationen beinhaltet. Zunächst wird ein Fokus auf die Gemeinde gelegt, schnell soll jedoch zunehmend innerhalb der gesamten Region vernetzt und Verbindungen zwischen der lokalen und regionalen Wirtschaft hergestellt und ausgebaut werden. Ein Kooperationsentwicklungsprogramm wird erarbeitet, das zur Verbesserung des unternehmerischen Knowhows im Bereich Kooperationen beiträgt. Um den Wissenstransfer zu gewährleisten, werden Broschüren erstellt, Ergebnisse präsentiert und Workshops durchgeführt.

Das Ziel dieses Projekts ist es, die Bereitschaft zu Zusammenarbeit und Veränderung zu stärken, um innovative Wirtschaftsmodelle zu entwickeln. Gleichzeitig soll der Austausch von Wissen gefördert und die Bildung in diesem Bereich unterstützt werden. Dazu wird ein umfassendes Kooperations- und Bildungsprogramm aufgelegt. Neue Lösungen und Geschäftsmodelle entlang von Innovations- und Wertschöpfungsketten sollen geschaffen werden. Durch die Verbindung von mikro- und makroökonomischen Ebenen wird angestrebt, die Entwicklungschancen in ländlichen Regionen zu erhöhen. Zudem wird ein Multi-Akteurs-Ansatz verfolgt, der verschiedene Gruppen einbezieht, darunter landwirtschaftliche und nicht-landwirtschaftliche Akteure sowie ungewöhnliche Gruppen wie etwa Jugendliche. Insgesamt soll das Projekt auch dazu beitragen, Chancengleichheit in der Region zu fördern.
The aim of this project is to strengthen the willingness to cooperation and change in order to develop innovative economic models. At the same time, it aims to promote the exchange of knowledge and support education in this area. A comprehensive cooperation and education programme is being set up for this purpose. New solutions and business models are to be created along innovation and value chains. By linking micro- and macroeconomic levels, the aim is to increase development opportunities in rural regions. In addition, a multi-actor approach will be pursued that involves various groups, including agricultural and non-agricultural actors as well as unusual groups such as young people. Overall, the project should also help to promote equal opportunities in the region.
