Context
The valuation of land in Austria is based on economic values resulting from the geographical location, transport connections and infrastructural development (water, electricity, etc.). The qualitative value of soils in terms of food security, biodiversity, recreational space and protection against natural hazards cannot be so easily quantified in a generally understandable way and is therefore usually not sufficiently taken into account in terms of a holistic assessment. However, this knowledge is becoming increasingly important for the sustainable use of resources and security of supply. At the same time, the careful use of the resource through the preservation of soil functions (infiltration, binding of CO2, etc.) is an essential building block for the sustainable adaptation of our habitats to climate change. Much of the data that could be used to include the agricultural and qualitative value of soils in planning processes and planning decisions is already publicly available and prepared in thematic maps. However, these require an in-depth examination of project reports and explanatory texts and are primarily aimed at experts (local planners and professionals) in municipal administrations. They are therefore rarely used in practice. The ‘Future Soil’ project aims to raise awareness of the qualitative value of green spaces and agricultural soils among a wide public. A special focus is placed on the central importance of soil as a resource for security of supply.
Activities
- Project management: adherence to the schedule, cost plan and objectives is ensured throughout the duration of the project. All communication between the project partners and external project participants is also coordinated here.
- A qualitative assessment of agricultural land will be carried out and an evaluation system for land will be developed on the basis of existing basic and research data. The analysis and selection of existing data is fundamental to this, whereby there is an intensive exchange with the project partners.
- Another field of work includes the conception and development of the digital tool in coordination with the planning needs from practice and on the basis of technical input from the project partners.
- Finally, awareness-raising processes in municipalities and educational institutions are guided, workshops are held and content is publicised via social media.
Activities
- Eine zentrale Aktivität ist das Projektmanagement: während der gesamten Projektlaufzeit wird die Einhaltung von Zeitplan, Kostenplan und Zielsetzungen gewährleistet. Hier wird auch die gesamte Kommunikation zwischen den Projektpartnern und externen Projektbeteiligten koordiniert.
- Es wird eine qualitative Bewertung landwirtschaftlicher Nutzflächen durchgeführt und ein Bewertungssystem für Flächen auf Basis bestehender Grundlagen- und Forschungsdaten aufgebaut. Grundlegend hierfür ist die Analyse und Auswahl bestehender Daten, wobei ein intensiver Austausch mit den Projektpartner:innen besteht.
- Ein weiteres Arbeitsfeld umfasst Konzeption und Aufbau des digitalen Tools in Abstimmung mit den Planungsbedürfnissen aus der Praxis und Auf Basis fachlichen Inputs durch die Projektpartner:innen.
- Schließlich werden Bewusstseinsbildungsprozesse in Gemeinden und Bildungseinrichtungen angeleitet, Workshops durchgeführt und Inhalte über soziale Medien publik gemacht.

2 Practice Abstracts
Im Projekt wird ein digitales Tool namens „BBasis“ entwickelt, das dabei helfen soll, den landwirtschaftlichen und qualitativen Wert von Böden in Planungsprozessen besser zu integrieren. Obwohl viele relevante Daten bereits öffentlich zugänglich sind, sind sie oft nur Expert:innen umfassend verständlich. Ziel von BBasis ist es, eine breitere Gruppe von Stakeholdern, wie Bürgermeister:innen und landwirtschaftliche Betriebe, aktiv einzubeziehen und ihnen einen visuellen Zugang zu wichtigen Bodenthemen zu bieten. Der Fokus liegt auf der Bedeutung des Bodens für die Versorgungssicherheit und nachhaltige Raumentwicklung. Mit den erweiterten Funktionen von BBasis+ können Auswirkungen von Nutzungsänderungen auf Grundstücken analysiert werden. Das Projekt umfasst auch die qualitative Bewertung landwirtschaftlicher Flächen und die Entwicklung eines Bewertungssystems auf Basis vorhandener Daten. Zudem werden Workshops und Bewusstseinsbildungsprozesse in Gemeinden und Bildungseinrichtungen durchgeführt, um das Thema Boden stärker ins öffentliche Bewusstsein zu rücken.
The project is developing a digital tool called ‘BBasis’ to better integrate the agricultural and qualitative value of soils into planning processes. Although a lot of relevant data is already publicly available, it is often only comprehensible to experts. The aim of BBasis is to actively involve a broader group of stakeholders, such as mayors and farmers, and provide them with visual access to important soil issues. The focus is on the importance of soil for security of supply and sustainable spatial development. Extended functions of BBasis+ can be used to analyse the effects of changes in land use. The project also includes the qualitative assessment of agricultural land and the development of an assessment system based on existing data. In addition, workshops and awareness-raising processes are being organised in municipalities and educational institutions to raise public awareness of the topic of soil.
The project is developing the web-based, digital tool "BBasis" for use in awareness-raising processes. This tool will create a new access to the topic of soil protection and soil management for a broad group of stakeholders. In addition, the tool is intended to provide a new visual and digital basis for supporting decision-makers, such as mayors or municipal councillors, in resilient and sustainable spatial development and to strengthen the role of actively producing agricultural enterprises in the area of food security and soil protection. BBasis enables qualitative aspects of the resource soil (e.g. with regard to food security, biodiversity, recreational space, protection from natural hazards, etc.) in planning processes. The extended functionality of the tool (BBasis+) makes it possible, at the municipal level, to examine the interactions and interdependencies arising from changes in the use of specific parcels of land in planning and decision-making processes.
Im Projekt wird das webbasierte, digitale Tool „BBasis“ für den Einsatz in Bewusstseinsbildungsprozessen entwickelt. Dieses soll einen neuen Zugang zum Thema Bodenschutz und Bodenmanagementfür eine breite Beteiligungsgruppe schaffen. Zudem soll das Tool eine neue visuelle und digitale Grundlage darstellen, um Entscheidungsträger:innen wie etwa Bürgermeister:innen oder Gemeinderät:innen bei resilienter und nachhaltiger Raumentwicklung zu unterstützen und die Rolle aktiv produzierender landwirtschaftlicher Betriebe im Bereich Versorgungssicherheit und Bodenschutz zu stärken. BBasis ermöglicht es, qualitative Aspekte der Ressource Boden, (etwa bzgl. Nahrungsmittelsicherheit, Biodiversität, Erholungsraum, Schutzraum vor Naturgefahren etc.) in Planungsprozesse miteinzubeziehen. Die erweiterten Funktionendes Werkzeugs (BBasis+) erlauben auf Gemeindeebene, durch Nutzungsänderungen auf konkreten Grundstücken entstehende Aus- und Wechselwirkungen in Planungs- und Entscheidungsprozessen zu untersuchen.
