1 Practice Abstracts
A study carried out within the framework of a Leader cooperation project has made it possible to establish a diagnosis of the timber sector on the territory of the Park, to understand the interplay of actors working in this sector and to identify the successes and avenues for improvement to pursue the development of wood energy.
The workshops highlighted the need to better articulate the various links in the wood energy sector in order to increase its visibility vis-à-vis potential consumers and better distribute the added value throughout the value chain. to encourage resource producers to restore and maintain their heritage.
The actors of the sector exist and each activity necessary for the valorization of wood, is present on the territory of the Park or nearby. It is therefore a question here of studying the conditions of collective work between these actors to provide local authorities with a turnkey solution to continue the development of wood energy in the territory, particularly in rural and peri-urban areas.
It has been pointed out that the wood energy sector has mainly developed around urban heating networks of significant power and mobilizing large quantities of shredded wood. Local authorities have chosen to include wood of agricultural origin in the supply of their heating networks and thus made it possible to structure this part of the sector. The implementation of this type of network can still be extended to a few medium-sized towns, but overall, the development of this energy must pass through distribution in less dense territories within which wood-fired heating projects have the time more difficult to emerge.
Une étude réalisée dans le cadre d’un projet de coopération Leader a permis d’établir un diagnostic de la filière bois sur le territoire du Parc, d’appréhender les jeux d’acteurs travaillant sur cette filière et d’identifier les réussites et les pistes d’amélioration pour poursuivre le développement du bois énergie.
Les ateliers de travail ont mis en évidence la nécessité de mieux articuler les différents maillons de la filière bois énergie afin d’augmenter sa visibilité vis-à-vis des consommateurs potentiels et de mieux répartir la valeur ajoutée tout au long de la chaîne de valeur afin d’encourager les producteurs de la ressource à restaurer et entretenir leur patrimoine.
Les acteurs de la filière existent et chaque activité nécessaire à la valorisation du bois, est présente sur le territoire du Parc ou à proximité. Il s’agit donc ici d’étudier les conditions d’un travail collectif entre ces acteurs pour apporter aux collectivités locales une solution clés en main pour poursuivre le développement du bois énergie sur le territoire, notamment en milieu rural et péri urbain.
Il a été mis en avant que la filière bois énergie s’est surtout développée autour de réseaux de chaleur urbains de puissance importante et mobilisant de grande quantité de bois déchiqueté. Des collectivités ont fait le choix d’intégrer du bois d’origine agricole dans l’approvisionnement de leurs réseaux de chaleur et ainsi permis de structurer cette partie de la filière. La mise en œuvre de ce type de réseaux peut encore s’étendre à quelques villes moyennes mais dans l’ensemble, le développement de cette énergie doit passer par une diffusion dans des territoires moins denses au sein desquels les projets de chaufferies bois ont pour le moment plus de mal à émerger.
