Contexte

There is an urgent need to extend the growth agenda beyond smarter cities to include Europe’s rural regions which account for 77% of the continent. The challenge is to move beyond a ‘one size fits all’ model of growth and empower rural regions to capitalize on their distinctive territorial capital and turn diversity and demographic change into strengths. Solutions to the challenge faced by rural regions are being developed at the local level in the form of Living Labs that take advantage of unique local resources to create new business models that generate sustainable local growth. However, such initiatives remain scarce and many rural regions don’t know how to begin to stimulate social innovation. Further, social innovations are difficult to replicate across regional boundaries when dealing with the diversity of regional characteristics. To take advantage of social innovation as an engine of rural growth, Europe needs a mechanism for understanding the unique characteristics of each region and the tools to deliver tailored social innovation programs on the ground. LIVERUR project aims to reflect the new challenges in the rural economy as a part of the global businesses. To deal with increasingly constrained resources – be it energy, land or materials – adding to new business models to price volatility of raw materials as well as to manage the socio-economic networks among the increasingly demanding customers and markets when it comes to sustainability. This poses a complexity for LIVERUR: separate growth from resource use, support the pathway from linear to circular economy, identify the collaborative consumption, increase the social networks and rethinking finance in the overall value chain, creating for the SMAEs a new open mind to innovation.

Objectives

LIVERUR aims to expand an extremely innovative business model called Living Labs among rural regions. Living laboratories are ecosystems of open innovation, centered on the user, which often operate in a territorial context, integrating concurrent research and innovation processes within a public-private partnership.

The basis for the strategic development of a rural Living Lab is to establish an association of sustainable stakeholders; users, policy makers, businesses and researchers enter into agreements on the basis of which they can participate in a longer-term collaboration.

Objectives

Activities

1. Analysis of the rural living lab concept and existing rural business models in regional areas.

2. Development of a benchmark to list existing business concepts and models in terms of starting conditions, obstacles faced, enabling factors, financial mechanism, jobs and other environmental and social benefits.

3. Creation and conceptualization of a new business model concept – the Regional Circular Living Lab business model concept (RAIN).

4. Promotion of the integration among the stakeholders of the rural sectors among the piloting areas through the creation of an ICT enabled service ecosystem.

5. Testing and validation the operability of the living lab approach in 13 rural pilot areas.

LIVERUR is an EU funded research and innovation project dedicated to improve existing business structures in rural areas by helping farmers and small and medium agricultural enterprises implement a circular economy approach in 13 selected pilot zones all over Europe, as well as selected countries in Africa and Asia. LIVERUR achieves this objective by expanding an innovative and dedicated business model called Living Labs among those rural regions. Living Labs are ecosystems which operate in a territorial context, integrating research and innovation processes within a public-private partnership and in a co-creation process with all relevant actors in the territories.

LIVERUR identified and compared the differences between the new approach of Living Lab and more entrepreneurial traditional approaches (mass production, development of prices, optimizing cost structures with companies, rationalization) in order to implement a circular economy within each territory driven by waste reduction, new business creation and overall expansion of business opportunities for SMAEs.

To date LIVERUR has studied over 200 business models within the 13 selected pilot zones as well as case studies for 100 existing rural Living Lab initiatives. Furthermore, LIVERUR has actively involved farmers’ associations, SMAEs and local cooperatives in the process to appropriately evaluate the rural areas according to their needs and therefore created an innovative business model for each of the territories.

Finally, LIVERUR will create an interactive online platform, featuring videos with guidance from business and agricultural experts, relevant data of the territory, support for linear and circular rural business creation and funding opportunities.

Living Lab).

Cíle dosáhne projekt LIVERUR rozšířením inovativního a specializovaného modelu podnikání Living Labs - živé laboratoře. Jde o ekosystémy, které fungují v teritoriálním kontextu a integrují procesy výzkumu a inovací do partnerství veřejného, soukromého a neziskového sektoru a do procesu spoluvytváření se všemi stakeholdery daného území.

LIVERUR identifikoval a porovnal rozdíly mezi užitím Living Lab a tradičním podnikáním (hromadná výroba, vývoj cen, optimalizace struktury nákladů ve firmách, racionalizace) s cílem zavádět v každém pilotním území cirkulární způsoby hospodaření zaměřené na snižování množství odpadu, vznik nových podniků a celkové rozšiřování podnikatelských příležitostí pro SMAE.

Dosud LIVERUR prostudoval přes 200 modelů podnikání ve 13 vybraných pilotních zónách

a též 100 případových studií stávajících Living Lab iniciativ na venkově. Kromě toho LIVERUR aktivně zapojil zemědělská sdružení a asociace, malé a střední podniky a místní družstva do procesu odpovídajícího hodnocení venkovských oblastí podle jejich potřeb, a tím pro každé

z těchto území vytvořil inovativní model podnikání.

Završením projektu LIVERUR bude vytvoření interaktivní online platformy, která bude obsahovat videa s radami odborníků z oblasti podnikání a zemědělství, relevantní údaje
