Pre-HLB: Preventing HLB epidemics for ensuring citrus survival in Europe

Contexte

T. erytreae, a vector of CLs (Candidatus Liberibacters asiaticus, americanus and africanus, causal agents of HLB), was detected in continental Europe in 2014. During last years it has spread over Portugal, and is now very close to the most important commercial citrus areas in Southern Portugal and Spain. Under current climate change scenarios, it is expected that T. erytreae will reach commercial citrus orchards during 2020. Once the vector has expanded, bacterial dispersal occurs rapidly. As shown in Florida, implementing actions once the disease has reached EU may be too late for our citrus industries. D. citri, the most important CLs vector worldwide, has not yet been reported in Europe, but it is already close, having been detected in the Arabian Peninsula (not far from Israel), Ethiopia and Iran. The risk of D. citri arrival is high particularly considering T. erytreae has already invaded Europe despite been catalogued as a quarantine pest years ago. The risk of introduction will be exacerbated with current proposals to relax EU legislation on phytosanitary measures for plant material movement, thus further increasing the chances of HLB entering EU through current trade pathways. Consequently, although CLs have not yet arrived in Europe, citrus cultivation in the Mediterranean area is seriously threatened if no measures are taken. Experience from other countries demonstrates that HLB has a significant negative economic impact on the citrus industry, as traditional disease management hugely increases agricultural costs (mainly derived from insecticide treatments), but also decreases farmer’s benefits due to a decline in production and fruit quality. HLB introduction in EU will most probably lead to citriculture disappearance.

Objectives

The overarching objective is to develop and implemnt a holistic contingency plan to protect the citrus sector in the EU from HLB disease drivers and to co-create new solutions to manage the disease through a multidisciplinary approach and in collaboration with experienced partners from America and Asia. More specifically, there are three main operational objectives: (i) establish short-term preventive actions to monitor vector spread and risk of HLB invasion; (ii) setting up medium term mitigation actions to reduce the spread of psyllid/HLB via rapid interventions; and (iii) implementing long-term avoidance actions by biotechnological approaches

Objectives

El objetivo general es desarrollar un plan integral de contingencia para proteger en la UE el sector citrícola frente al HLB así como generar, a través de un enfoque multidisciplinar y en colaboración con socios experimentados de América y Asia, nuevas soluciones para controlar la enfermedad. Más específicamente pre-HLB tiene tres objetivos prinicpales: (i) establecer, en el corto plazo, acciones preventivas para monitoreae la propagación de vectores y el riesgo de invasión de HLB: (ii) establecer, a medio plazo, intervenciones rápidas para reducir la propagación de psílidos/HLB; (iii) a largo plazo implementar, mediante enfoques biotecnológicos, estrategias para evitar la infección por HLB.

Activities

Pre-HLB will monitor the presence of CLs/psyllids and perform pest risk analysis as the first key enabler because, if introduced, rapid dispersal is envisaged in the Mediterranean anrea. The project will study T.erytreae eco-biology in EU and develop economic/epidemic models and management areas to optimize HLB control. Early diagnosis of CLs will be optimized to combat HLB. In the medium term, Pre-HLB will investigate new sustainable pest management strategies. For longer term, the best solution to support an economically and environmentally viable citricultures is through the development of cultivars that are resistant to the psyllid vectors and/or CLs, that will be explored in pre-HLB.

Activities

En primer lugar, Pre-HLB monitoreará la presencia de CLs/psílidosy realizará un análisis de riesgo porque, si el HLB se introduce, se prevé una rápida dispersión en el área mediterránea. El proyecto estudiará la ecobiología de T. erytreae en la UE y desarrollará modelos económicos/epidémicos y áreas de gestión para optimizar el control del HLB. En el medio plazo se implementará un diagnóstcios precoz de las CLs y se investigarán nuevas estratgeias de manejo sostenible. A más largo plazo, la mejor solución para logar una citricultura económica y ambientalmente viable es a través de cultivares que sean resistentes a los psílidos y/o CLs, que comenzarán a desarrollarse en pre-HLB.
