General information
- Local Action Groups (LAGs) can start transnational cooperation activities from the first half of 2025.
- TNC themes and priorities in the Local Development Strategy (LDS) are defined by the LAGs as part of their LDS.
- TNC budget in the LDS is defined by the LAGs, as part of their LDS.
- Calls for TNC projects are continuously open.
- Average (planned) time for official approval for the TNC projects selected by the LAGs: 1-3 months.

Types of eligible territory and stakeholders
- Types of territory that can be covered in a TNC project include rural territories in EU Member States and third countries.
- Types of eligible partners in a TNC project can include LAGs (rural territory, EU MS), local public or private partners (non-LAG) active within a LAG territory, and others (e.g., partners from third countries (non-EU).
- Types of stakeholders eligible for preparatory support for TNC projects only include LAGs.
- The existence of a lead partner is one of the eligibility criteria for a TNC project.
Detailed eligibility criteria
- Eligibility criteria for preparatory actions for TNC projects: LAGs need to be able to demonstrate that they are envisaging the implementation of a concrete TNC project.
- Eligibility criteria for TNC projects:
- At least two partners are involved in the cooperation
- Joint actions are defined in the project submission, which contribute to the achievement of the goals of the LDS
- The responsibilities of each project partner are defined, and the coordinating partner is defined
- There is a requirement that, before a technical preparation project or a TNC cooperation project, the LAG publishes information about the cooperation project and the local community can express its opinion
Eligible actions and costs
- Costs eligible related to the following actions for preparatory support:
- meetings
- interpretation and translation
- consultancy support
- the meeting can also be related to an event and include study trips
- Eligible actions for TNC projects
- meetings
- participation in events
- preparation of publications
- study visits
- training
- joint events
- marketing and promotion
- local actions directly linked to the TNC project (for example, local events or capacity building for relevant local stakeholders, etc.)
- other: the support for cooperation projects can be received only for ‘soft’ activities. It can be supplemented with local projects, which include investments, for example, in fixed assets, website or in the installation of elements of improvement and recognition of the territory. These local projects are implemented by the municipality, NGOs and entrepreneurs
- Eligible costs for TNC projects:
- rental of venue for meetings and events
- translation fees
- interpreters' fees
- fees of consultancy and expert services
- catering
- accommodation
- travel
- costs related to dedicated project staff (e.g. joint project manager)
- expenditure related to local actions directly linked to the TNC project
- Non-eligible costs for TNC:
- investments
- The use of simplified cost options (SCOs) for TNC:
- SCOs can be used for preparatory support for TNC
- SCOs can be used for the implementation of TNC projects
- for preparation support and TNC projects - a lump sum based on a draft budget established on a case-by-case basis and agreed ex ante
- for a TNC project - a flat rate is used to cover the indirect costs of an operation and direct staff costs of the operation
Required documents to be submitted with an application for a TNC project
- Application in an electronic system
- Cooperation agreement
- Decision of the LAG's board
- Procurement documentation (if applicable)
- Confirmation of the cooperation partner's compliance
Financial information
- Maximum amount of support for preparatory actions related to one TNC project: EUR 4 000
- Maximum amount of support for one TNC project: EUR 100 000 (including preparatory support)
- Maximum rate of public support for TNC:
- 100% for preparatory actions for TNC projects
- 100% for TNC projects.
