Liguria catalogue of good practices
The catalogue identifies and analyses good practices in order to support the definition of evidence-based policies. The document explains the methods and criteria for identifying and analysing good practices and draws up 21 analysis sheets.

The catalogue of good practices (GP) is carried out in the framework of the independent evaluation service of the Liguria 2014-2022 Rural Development Programme (RDP) and covers the implementation period up to December 2022.
The catalogue describes projects supported with various measures activated by the RDP in Liguria.
Through the analysis of the 'best practices' (BP), the evaluation process is able to develop elements with which to contribute both to the 'reporting' of the programme action and to its future improvement based on the lessons learnt from the experience.
A qualitative approach was used for the identification and analysis of BPs consisting of the: participative identification and sharing of the main criteria to select the RDP's BPs and the 'population' of interventions to which to apply this selection; the analysis of the potential BP proposals based on the technical-administrative documentation and the interviews with the beneficiaries and promoters of the actions.
The evaluation indicates an overall judgment on the degree of 'fulfilment' of the criteria adopted in the selection of BPs.
Overall, the selected BPs highlight an overall medium-to-high level of economic sustainability.
A high degree of environmental sustainability, especially in projects of an infrastructural nature (in particular irrigation projects) and in the forestry field; for business development interventions, the environmental benefits are often indirect.
The criterion of effectiveness also shows a high degree of fulfilment, both in terms of the timing of implementation of the measures and in terms of achieving the expected results. This means, in the evaluator's opinion, that the financed interventions had the capacity to provide concrete answers to the entrepreneurial/sectoral needs for which they were activated.
The criteria of relevance and reproducibility, on the other hand, reached generally medium-high levels.
More heterogeneous is the degree of fulfilment of the innovation criterion and the degree of integration between RDP instruments or other programmes and of cooperation between subjects. However, a positive and proactive entrepreneurial spirit can be detected, which, in this phase, provided the right impetus for the activation of interventions and revealed ideas for future development capable of involving not only their own activity/company but also the broader reference context/industry.
