Jobs created with the help of projects supported by the 2014-2020 RDP in 2022

Several Rural Development Programme (RDP) interventions support the promotion of the local economy, among other objectives, including the creation of sustainable jobs.

Jobs created with the help of projects supported by RDP 2014-2020 in 2022

The primary objective of this study was to determine the number of full-time jobs created in 2022 through projects supported by the RDP.

The target group of this study included the following 2014−2020 RDP measures:

  • Measure 4.2. – Investments in the processing and marketing of agricultural products.
  • Measure 6.4. – Investments for the diversification of economic activities in rural areas towards non-agricultural activities;
  • Measure 19.2. – Implementation of local development strategies;
  • Measure 19.3. – Preparation and implementation of cooperation measures of the Local Action Group.

In addition, within the framework of the study, the number of new jobs created as a result of the investment was also analysed in Measure 16.4 'Short supply chains and the development of local markets'. These data are necessary for national use in assessing the results and impacts of the 2014-2020 RDP.

An online survey was conducted to determine the number of new jobs created as a result of the investment. In the online survey, beneficiaries were asked to report the number of jobs created as a result of the investment, as well as their gender distribution and job titles.

The target group of the online survey of the 2014-2020 RDP Measures 4.2, 6.4, 19.2, 19.3 and 16.4 included all recipients of support for the respective measures, whose payment of the last part of the support took place in the period 01.01.2022-31.12.2022 and the Paying Agency has marked the project implementation status as 'completed'. All the data used in the study (including the number of completed projects, the number of jobs planned upon application, the subsidies paid, and the eligible costs of the investments made) are derived directly from the Paying Agency database. The data obtained from the survey were separately extrapolated for each measure.

To assess the achievement of the objectives, the following common target and result indicators were used: T20/R21 'Jobs created in supported projects' and R24/T23 'Jobs created in supported projects' (LEADER measure projects). Result indicators R21 and R24 are defined as the number of jobs created as a result of the investment transformed to full-time equivalents.

For all RDP projects completed in 2022 (projects created with the support of Measures 4.2, 6.4, 16.4, 19.2 and 19.3) investments resulted in 487.1 new full-time jobs.

In the case of the projects under Measure 19.2 (support for LEADER local development: implementation of operations under the CLLD strategy), a total of 266.4 new jobs were created, including 102 jobs for women and 164.4 jobs for men.

In the case of projects under Measure 6.4 (farm and business development: investments in creation and development of non-agricultural activities), a total of 188.6 new jobs were created, including 78.7 jobs for women and 109.9 jobs for men.

A total of 25.1 new jobs were created for the projects under Measure 4.2 (investments in physical assets, including investments in processing, marketing and/or development of agricultural products), comprising 10.8 jobs for women and 14.3 jobs for men. No new jobs were created in the projects of Measure 19.3 (preparation and implementation of cooperation activities of the local action group).

Out of all jobs created in 2022, 455.2 new jobs were created by beneficiaries who stated on the application that they plan to create new jobs as a result of the investment. The beneficiaries who did not plan to create new jobs as a result of the investment in the application still created 31.9 new jobs.

For the RDP projects completed between 2016 and 2022 that contribute to Focus Area 6A (facilitating diversification, creation, and development of small enterprises, as well as job creation), a total of 705 new jobs have been created. It forms 251.8% of the 280 jobs set as a target for 2025. Out of all jobs created, 249.2 jobs (35%) were created for women and 455.8 jobs (65%) for men.
