Result 3: Creation of the Support Center for the Incorporation of New Stakeholders
The structure for the database of experts who were part of the service letter in the respective autonomous communities (CCAA) was created using Microsoft Access. Information was gathered on experts who could provide solutions to the advisory needs of new stakeholders or individuals in the installation phase, covering a range of topics, primarily focused on Extremadura and Catalonia.
Validated document templates were created that could be used by agricultural test spaces (ETAs) and future testers (e.g., economic viability, agreements and contracts between testers and ETAs, and sample agreements for grazing rights). A pilot test was carried out with advisory services for new stakeholders.
Currently, RETA has a documentation fund available to entities interested in creating an ETA.
**RECOMMENDATIONS**: The creation of a database and its subsequent pilot test revealed some challenges. On one hand, building a database is a labor-intensive task that requires constant updates due to changes in the experts and companies involved. It is observed that ETAs develop a network of experts and advisors that is much closer to the initiative, thus offering more effective services and proposals.
The support documents and template models have been very useful, as they have facilitated the management and support of ETAs. These documents have been used as a starting point to create the specific documents for each agricultural test space, adapting them to the territorial reality and the stakeholders involved in each case. In total, about 15 regions have used this documentation to implement their agricultural test spaces.
Resultado 3: Creación del Centro de apoyo a la incorporación de nuevos agentes
Se creó la estructura de la base de datos con Microsoft Acces de los expertos que formaban parte de la carta de servicios en las respectivas CCAA. Se recogió información de los expertos que podían dar solución a las necesidades de asesoramientos puntuales de nuevos agentes o personas en fase de instalación.en diferentes y diversas temáticas, centrado en Extremadura y Cataluña.
Se elaboraron modelos de documentos validados que podían servir a los espacios test agrarios y los futuros testers. (viabilidad económica, convenios y contratos entre los testers y los ETAs, y modelos tipo de convenios para derechos de pasto). Se hizo una prueba piloto con el asesoramiento de nuevos agentes.
Actualmente, la RETA dispone de un fondo de documentación disponible para entidades interesadas en crear un ETA.
RECOMENDACIONES: La creación de una base de datos y su posterior prueba piloto muestra algunos problemas. Por una parte, la creación de una base de datos es un trabajo arduo que de actualización constante debido a los cambios de los expertos y empresas implicadas. Se observa que los ETAs tejen a su alrededor una red de expertos y asesores mucho más cercanos a la iniciativa y por lo tanto con servicios y propuestas más eficaces.Los documentos de apoyo y los modelos de documentación han sigo de gran utilidad ya que han facilitado a los ETAs la gestión y acompañamiento. Estos documentos se han utilizado como punto de partida para elaborar los documentos propios que cada espacio test agrario adaptandolo a la realidad territorial y de agentes implicados en cada caso. En total unos 15 territorios han utilizado esta documentación para llevar a cabo la puesta en marcha de su espacio test agrario.
