Workshop on assessing CAP income and sectoral support in Zagreb

The event was organised by the National CAP Network and the Croatian Ministry of Agriculture, Forestry and Fisheries, with the support of the European Evaluation Helpdesk for the CAP.

A workshop on evaluation of income support and sectoral interventions under the CAP Strategic Plan 2023–2027 was held on 26 November 2025 in Zagreb, organised by the European Evaluation Helpdesk for the CAP within the European CAP Network and hosted by the National CAP Network and the Croatian Ministry of Agriculture, Forestry and Fisheries (MA), for a wider group of stakeholders involved in the evaluation process.

The capacity-building workshop brought together representatives of the MA, the Paying Agency for Agriculture, Fisheries and Rural Development, the CAP Strategic Plan Evaluation Working Group, and the Thematic Work Group on the Green Architecture operating within the National CAP Network. Ms Maja Hranilović, on behalf of the Evaluation Helpdesk for the CAP as geographical expert for Croatia, led the workshop.

During the workshop, participants were introduced to the basics of evaluation and the Evaluation Plan. They were presented with the legal framework and methodological requirements necessary for evaluating direct payments and sectoral interventions, with a particular focus on the effectiveness and efficiency of income support and sectoral support. In addition, possible approaches for demonstrating the CAP’s contribution to impact indicators related to income support and sectoral interventions were outlined, as listed in Annex III of Commission Implementing Regulation (EU) 2022/1475.

Given the importance of evaluation activities and the continuous need to strengthen capacities and foster an evaluation culture, workshops of this kind are highly valuable, both for the current and for upcoming CAP programming periods.
