Understanding digitalisation under the CAP: a new learning portal for better assessment

Digitalisation is rapidly transforming agriculture and rural areas, shaping how farms operate, how resources are managed and how services are delivered. From precision farming to digital advisory tools, these developments offer significant opportunities. At the same time, they raise an important question for policy implementation: how can digitalisation be clearly defined, measured and evaluated within the CAP?

To address this challenge, the EU CAP Network Evaluation Helpdesk has developed a dedicated learning portal on 'Identifying and assessing digitalisation under CAP Strategic Plans'.

This portal builds on the work of the Thematic Working Group on digitalisation, facilitated by the Evaluation Helpdesk and complements the thematic report developed by the experts.

The webpage aims to strengthen capacity, particularly among Managing Authorities, to assess how CAP Strategic Plans contribute to digitalisation. The portal provides an overview of the structured framework for understanding digitalisation in the CAP context. A three-tier classification system for digitalisation provides a practical tool for identifying digitalisation-related interventions and capturing digital transformation. Particular attention is given to how digitalisation links to broader objectives, including sustainable productivity and inclusive rural development.

The portal includes video highlights from the webinar 'Identifying and assessing digitalisation under CAP Strategic Plans', providing further insights into methodological approaches and practical experiences.

By improving understanding of how digitalisation can be assessed, the learning portal supports more robust analysis of CAP contributions in this area. In turn, this can help inform decision-making and strengthen the role of digitalisation in achieving CAP objectives.
